5 SITA e-Government Programme overview 1. Governance work stream To put effective governance mechanisms in place to facilitate the optimal execution of the e-Government programme with associated change management. 2. Policy work stream To provide inputs to policies and regulatory matter to enable e- Government programme. 3. ICT Infrastructure work stream To ensure adequate ICT infrastructure to deliver e-Service, including telecommunications and e-Government data processing / hosting environment. 4. E-Services Platform (Outreach) work stream To establish the full e-Government Technology Platform that enables participating departments to deliver e-Services to the Citizens.

6 e-Government Programme progress (1 of 2) 1. Governance  SITA Project Management Office and Programme Steering committee established and functioning.  Proposal for inter-departmental steering committee submitted as part of ICT Policy inputs.  Ministerial/Executive sponsorship for e-Government strengthened at Govtech Policy provisions: inputs to ICT Green Paper Policy, including  A need to clarify e-government roles across DTPS, DPSA, SITA, GITOC and SSA.  Establishment of Transversal e-Government Fund to pool investments for a shared e-Government Platform (and reduce duplication by each departments).  A need to set e-Service targets to inform MTEF budgeting and monitoring as part of Government Programme of Action. 3. ICT Infrastructure  Data Centre technology blueprint is completed.  Imminent signing of agreement with Telkom for data centre services to alleviate the immediate capacity shortfall and disaster recovery requirement through cloud computing.

E-Services Platform (Outreach)  E-Forms Platform (as part of the e-Government Platform) operational as proof- of-concept.  e-Forms Platform is extended to integrate into the Government back-end systems.  Functional requirements for Payment module is under development and engagement with other State Owned Entities has been initiated to leverage on existing components.  Functional requirements for the Portal is underway and a market analysis including open source and proprietary software has been completed.  Procurement of software licenses for messaging platform initiated.  E-Services requirements for Human Settlement and Department of Labour secured.  Appointment of the integration experts has been concluded.  Development of the Conceptual Integration Architecture is completed.  Government Electronic Data Management (GeDM) Framework initiated  Implementation Plan for the GeDM.  Security team is finalising the planning for the Digital signatures and other measures.

8 Benchmarking and Best practise  Korea  Govtech 2014  SITA invited a Korean delegate to Govtech  SITA made use of this opportunity to benchmark their e-Government strategy to that of Korea.  Feedback Obtained:  The SITA JAVA e-Services Platform is directly aligned to the Korean Framework for e- Services both make use of similar technology layers; and both have been established to standardise the development of e-Services.  The Korean Framework is made available to industry partners for the development of e-Services and preferential points is allocated to industry partners who prefer to use the framework during the tender process.  The Koreans make use of in-sourcing for the actual development of the e-Services  The Korean Government provided funding for the development of the Framework as well as the first 11 prioritised e-Services.  Best Practise  The System Integrator Partner (SIP) tender has been concluded to ensure industry participation in the journey towards e-Government.

9 E-Government Challenges  Lack of Transversal Funding across all Government Departments.  Lack of Governance Structures spanning all of Government for e-Government.  Lack of policy/strategy to indicates priority areas for e- Services.  The capacitation of the E-Government Programme. remains a challenge, but will be addressed shortly.  Technical challenges with e-government portal technology (Drupal) used for the initial E-Services.

10 Broadband Programme  Introduction  The SITA Broadband programme is done in partnership with contracted Telecommunications Service Providers (e.g. Telkom, Broadband Infraco and others), in which the telecommunication service providers provide the physical infrastructure and SITA creates and manage a secure private network for government.  SITA is currently reviewing and developing a larger Broadband based Next Generation Network strategy in line with the Government requirements.  Progress  TELKOM MSA and Broadband Infraco long term agreements are in place.  Facilitated the first fully fledged Broadband programme for the Western Cape.  SITA visited Eastern Cape recently to discuss their Broadband requirements.  The Gauteng Provincial Broadband capacity and requirements were also reviewed.  Capacity is currently being created. Wide Area Network Strategy and Architecture team was established and will be augmented with a senior management oversight capability.  Challenges  Transactional issues using the newly established TELKOM MSA creates delays and must be resolved.  Broadband Infraco upgrade priorities is still to be finalised.  The procurement of the WC Broadband equipment still outstanding, which may impede adherence to the agreed project plan.

11 Conclusion / Summary  SITA continues to work closely with DTPS and DPSA to ensure alignment to existing policies and visions.  Transversal Funding and Governance must be addressed to ensure that SITA is not reactive in the development of e-Services.  The SITA approach is aligned to industry best practise and international trends on the e-Government establishment.
