Programming Informal dialogue with MS since 2012 Regulations IA/DA Partnership Agreements Operational Programmes Adopted December 2013 Followed by DA and IA May - Nov 2014 Second semester 2014 – first semester COM services position papers to all MS – fall 2012

State of play of programming  All 28 Partnership Agreements (PAs) adopted since November  311 IfGJ OPs expected, plus 76 ETC  234 IfGJ OPs and 24 ETC programmes adopted so far  75% of IfGJ programmes adopted, negotiations closed with 20 MS 3

State of play of programming  Majority of the remaining programmes will be adopted during summer, after MFF amendment 4

Reflections on the draft report Partnership - ongoing study on how the new partnership framework was implemented - proposals for improvements in the future Ex-ante conditionalities - strengthen administrative capacity - help to ensure a proper legal and strategic environment for the EU co-funded projects - fulfilling these conditions before investments are made increases the efficiency and effectiveness of the eventual investments
