Initiatives of BEE in Small and Medium Enterprises (SMEs) Sameer Pandita Assistant Energy Economist Bureau of Energy Efficiency Pali : 12 th August, 2012

Regulatory Framework for energy efficiency in India Energy Conservation Act enacted in Bureau of Energy Efficiency (BEE) was operationalized from 1st March 2002 by merging the existing Energy Management Center (EMC). The EMC was constituted in Energy Conservation Act,2001 is a law that provides an overarching framework to institutionalize energy efficiency and its conservation in the country.

SME Project Objective The objective of the BEE-SME programme is accelerate the adoption of Energy Efficient technologies in the SME sector of the county. Recommend to the central government policy measures for efficient use of energy in the SME sector.

 Situation analysis completed in selected 35 SME clusters and 25 SMEs clusters (12 Sector Type) undertaken for further interventions.(situation analysis report at  Comprehensive energy audit and technology gap assessment completed in 25 SMEs clusters.  375 DPRs on energy efficient technologies prepared and peer-reviewed.  Information Dissemination and awareness workshop in 51 SMEs clusters completed.  Implementation of SGA in 9 units of 3 clusters.  Capacity building of Local Service Providers/Technology Providers in 25 SMEs clusters.  Impact assessment of various activities indicates the total energy savings, assessed form 988 units of 26 clusters quantifies to toe / annum with voluntary investment of Rs crore made by the units (988 units).

Technical Barriers  SMEs neither have technical manpower nor the technical expertise and knowledge on energy efficiency Financial Barriers  Entrepreneurs in SMEs lack the finances required for change of technologies.  Reluctance to undertake risk involved in the changes in technology Manpower Barriers  There are no technical experts in the SMEs who can guide SMEs to undertake energy efficiency projects, hence technical assistance and capacity building is required in SMEs. Policy Barrier  Energy if not measured cannot be saved. Lack of data on energy consumption of SMEs due to unawareness of wastage of energy in the units. In order to ring fence the barriers, the12 th five year plan is based on the four major components which includes showcasing of the EE technologies (identified during XI plan) through demonstrations, Technical Assistance, Capacity Building and energy mapping, which shall overcome the identified technological and other barriers

Sector specific approach for energy efficiency and technology up-gradation through implementation of DPRs prepared in 11 th plan  Demonstration of 10 best identified technologies of selected 5 energy intensive Clusters namely Varanasi (Brick), Pali (Textile), Kochi(Sea Food), Indore (Food ) and Pali (Textile).  100 demonstration projects of 10 best high energy saving potential technologies through subsidies. Technical Assistance and Capacity Building  Sharing of the BoP and BAT  Development of case studies, print materials and audio visual of BATs& BOPs Energy mapping of the SMEs on pan India basis.  Development of pan India level Sector specific reports and policy plans for development of Sector.  Launch of National Policy Document on Energy Efficiency in SMEs. Project Management including the M&V,Impact Assessment  Monitoring and Verification / Impact Assessment of the EE measures implemented through intervention of all agencies working in SMEs

1. There are about 600 SME units in Pali Textile Cluster. 2. Majority of these units operate 300 days a year. 3. largely printing and dying units comprise the majority of units. 4. Four Types of processes are generally dominant 1. Cotton dying 2. Cotton printing 3. synthetic dying 4. Synthetic printing 5. Processes within units produce utilize more steam rather than electricity. 6. Steam production & its usage is rather expensive compared to electricity. 7. Lack of suffient number of Local service providers ( LSP ) or fabricators in pali.

1. Implement Energy Efficient Technology demonstrations in 20 SME units in Pali. 2. Provide subsidy to the beneficiary units ( 50% cost of technology subject to Rs 10 Lakh per demonstration. 3. These technologies could be related to : 1. Steam production systems. 2. Condensate recovery systems 3. Electrical systems 4. Use of control electronics for boilers and Thermo packs. 4. Training of unit owners on Energy monitoring. 5. Training of the Local service Providers on good Motor rewinding techniques.
