UNION OF ROAD TRANSPORT ASSOCIATIONS IN THE BLACK SEA ECONOMIC COOPERATION REGION © Copyright BSEC-URTA, 2013 Since The BSEC Steering Committee for Facilitation of Road Transport of Goods in the BSEC region in its 3 rd meeting in Istanbul on 11 February 2009 acknowledged that three alternatives on the progressive liberalization of the International Road Transport of Goods can be applied by the BSEC Member States simultaneously: 1) Gradually liberalize road transport by admitting free bilateral and transit transport through bilateral agreements and protocols 2) Develop a BSEC permit allowing to perform a single trip in transit of direct transport through concerned BSEC Member States which agreed to have such a permit 3) Create regional multilateral permit system among interested parties Gradual Liberalization of Road Transport Market in the BSEC region

The BSEC Permit is a multilateral permit established by the Participating Member States for the International carriage of goods by road for hire or reward by transport undertakings using vehicles registered in a Participating BSEC Member State. It is established for a transport operation being performed in transit through and/or bilateral to/from the territory of one or more Participating BSEC Member States.
