2 Key Items (Monitored ) AchievementsCritical Points 1.Availability of food grains 2.Timely release of funds: MDM Suppliers reported food grains are delivered to them some time in advance. MDM suppliers lifted food grains from FCI between two/three months interval. Directorate of Education (DOE) state nodal agency releases funds to New Delhi Municipal Council (NDMC) North Delhi Municipal Corporation and South Delhi Municipal corporation twice a financial year i.e. in July and November. While Delhi Govt. schools funds release to school Account. Regular food grains need to be delivered in advance to all suppliers. MME funds released to Directorate of Education schools in the month of February and March. While New Delhi Municipal Council (NDMC), North Delhi Municipal corporation and South Delhi Municipal Corporation not released MME funds to schools

Availability of Cook-cum- helpers: Directorate of Education (DOE) schools cooking cost is available in school account. While New Delhi Municipal Council, North Delhi Municipal Corporation and South Delhi Municipal Corporation school cooking cost is available at zone level. Cook cum helpers are engaged by Mid Day Meal suppliers in schools and centralized kitchens.. Cooking costs are paid to suppliers between days after supplying of meals in DOE schools and 50 to 60 of New Delhi Municipal Council, North Delhi Municipal Corporation and South Delhi Municipal Corporation. Cook-cum-helpers engaged by suppliers is not meeting the requirements under norms of GOI in schools as vis.-a-vis enrolled children. MI noticed during its visits that cook cum helpers received a remuneration of Rs. 500 to Rs.1000/-per month

4 Key Items (Monitored ) AchievementsCritical Points 5. Regularity in Serving Meal Fresh cooked meal is given to primary and Upper primary children on school day in three districts. The meals are cooked at centralized kitchens of MDM Suppliers.

5 Key Items (Monitored ) Achievements Critical Points 6 Trends It was observed by MI on visit day that 85% of primary and 71% upper primary children had availed meal as per MDM register in New Delhi district. In Central Delhi districts,83% of primary and 78% of upper primary children actually availed MDM In West Delhi districts 85% of primary school and 81% of upper primary children had availed meal as per MDM register During visit and head count of children observed difference between actual consumption of meal, in New Delhi, 6% primary & 17% upper primary. In Central Delhi. Districts, 7% primary and 14% upper primary. In West Delhi. Districts, 8% primary and 16% upper primary. Nearly 85% schools prepared meal card on attendance basis rather than actual consumption. It was observed that secondary class children also desired to have MDM in Directorate of Education schools.

6 Key Items (Monitored) Achievements Critical Points 7. QUALITY & QUANTIT Y OF MEAL: School children reported that meal was average quality and quantity insufficient. The quality of puris and rice was not satisfactory; puris were found to be hard; many a time under cooked or over cooked puri and rice are served in MDMs. Nearly 65% of primary and upper primary school children informed puris and rice quantity was not sufficient. About 68% Children do not like halwa and black channa. MDM Menu should be finalized with in consultation with student teacher and Parents.. In central Delhi and West Delhi districts, quantity of cooked meals received is less than prescribed norms in nearly 30% higher enrolled children schools.

7 Key Items (Monitored) AchievementsCritical Points 8.Variety of meal, Menu and MDM Logo Display. The menu prescribes 3days rice based and 3days wheat based meals. In central Delhi, 22 % Directorate of Education (DOE) and 25% North Delhi Municipal Corporation (NDMC) schools and in West Delhi, 17% DOE and 38% South Delhi Municipal Corporation (SDMC) had displayed MDM weekly menu on convenient and noticeable places. Children and teachers also informed that green vegetable was occasionally mixed with Dal and curry. Dal and chhole quality was found poor. MDM logo was not displayed at any North Delhi Municipal Corporation, South Delhi Municipal Corporation schools and MDM suppliers kitchen.

8 Key Items (Monitored) AchievementsCritical Points 9. School Health Programme Weekly iron folic scheme (WIFS) and de-worming tablets were given to all children's in the last six months. All sampled New Delhi Municipal Council school children have School health card with height and weight record. None of the sampled DOE, North Delhi Municipal Corporation, South Delhi Municipal Corporation and aided schools children had health card. Directorate of Education (DOE) school children's health check up was found to be at slow pace due to inadequate man power deployed for the purpose. None of aided school children were extended health checkup provision.

9 Key Items (Monitored) AchievementsCritical Points 10.SOCIAL EQUITY: MI observed no caste, gender or community discrimination in serving,consuming and seating arrangements in classrooms or while eating MDM in any sampled schools. All sampled schools children were served meals in orderly manner.

Availability Potable Drinking Water: Source,, It was observed that sampled schools and centralized kitchens have water connection from Delhi Jal Board and bore well. MDM suppliers installed RO plants in kitchen. It is also noticed that scarcity of water was found to be a common problem, particularly in 2nd shift boy's schools in West Delhi. Even schools having bore wells were found having irregular water availability. Students bring their own drinking water from home. Aqua guards installed in schools were inadequate.

11 Key Items (Monitored) AchievementsCritical Points 12. SAFETY & HYGIENE: It is noticed that in New Delhi. (58%) schools had good safety arrangements, and (42%) had fair. In Central Delhi, 44% schools good safety arrangements, and (56 %) had fair. In West Delhi. 39% schools good safety arrangements, and (61 %) had fair. All sampled schools had adequate number of fire extinguishers and frequent Demo carried out by concerned department. The practice of hand wash was not found in sampled primary and upper primary schools. This is due to short lunch breaks, teachers' apathy and water shortage.

Community Participation And Awareness School Management committee (SMC) has been constituted in all sampled Directorate of Education (DOE) and New Delhi Municipal Council (NDMC) Schools. None of the North Delhi Municipal corporation south Delhi Municipal Corporation and aided schools have constituted SMC as per RTE Act. Parents/community/local body members have poor awareness of their roles, responsibilities and entitlements for MDM as notified by the state government/local body. Training towards supervision and monitoring of MDM had not been imparted to the SMC.

Management Information System(MIS): On-line Meal card report is sent by Directorate of Education (DOE) schools to Directorate MDM Cell Standardization of Meal card is necessary with different practices in New Delhi Municipal Council, North Delhi Municipal Corporation and South Delhi Municipal Corporation schools.. Manual Meal Card reporting prevails in New Delhi Municipal Council, North Delhi Municipal Corporation and South Delhi Municipal Corporation schools.

Inspections and supervisions: In order to address schools' MDM issues New Delhi Municipal Council(NDMC) south Delhi Municipal corporation(west zone) hold quarterly meetings with MDM in- charge at zonal levels in New Delhi and West Delhi Districts MI noticed that, Directorate of Education(DOE) and aided schools do not hold meetings with MDM in-charge at District/zonal levels in New Delhi,Central Delhi and West Delhi districts. No suggestions/remarks were found in any sampled schools over MDM. Concerned officials rarely visited during MDM hours. New Delhi Municipal Council,DOE and aided schools have not maintained records of quantity of cooked meal received.

15 Key Items (Monitored) AchievementsCritical Points 16. Impact: Overall MI observed and teachers reported that Mid Day Meal has helped to improved children retention, health and social harmony. More nutrient cooked meal should be provided to children.
