Prospective European comparative study RIGA, 11 th & 12 th June Enhancing innovation in a future-oriented public administration for 2020 (EIPA, IDHEAP, LIST) The study will be based on an in-depth research of HRM and PSD trends and challenges in European public services A specific focus will be put on trust and transparency Goal: to identify key HRM and PSD practices to strengthen the innovation capabilities of European PA’s Key challenges and practices will be illustrated by way of example of 10 best practices which already demonstrated an impact in practice Ambitions: → a presentation of an integrated model (HRM and PSD) for innovation → list of priorities for European PA for the next 5 years in terms of recommendations regarding the two topics

HRM – Survey – Analytical Paper RIGA, 11 th & 12 th June Innovative HRM practices in a more diverse PA and society The aim of this survey is to identify and discuss HRM practices and employment conditions which address the needs and expectations of a more diverse workforce and society The survey will particularly focus on age and gender diversity The survey will particularly analyse HRM practices in the fields of career management, competencies, competency development, working patterns and employment conditions which encourage an effective management of more diverse staff

8th European Quality Conference RIGA, 11 th & 12 th June The conference themes focus on practices which promote a strong public administration, increasingly capable of tackling current and future challenges. 5 key themes to be discussed: Theme 1: PA in the cycle of policy design, implementation & evaluation Theme 2: Strategic thinking in a future-oriented and innovative PA Theme 3: Strengthening professionalism in building an innovative public administration Theme 4: Innovative service provisions through stakeholders and citizen/user involvement Theme 5: Enhancing societal responsibility public administrations So far: 25 cases from 12 EUPAN member states ‘Strengthening the capacity of public administration in tackling current and future challenges’
IPSG – Comparative study RIGA, 11 th & 12 th June The study aims to address challenges in the context of new forms of service delivery (e.g eDelivery) and to describe how selected countries are tackling them At the core of the study is an analysis of security and data protection policies in the field of the communication between citizens and the administration, performed via the e-Government context The principles of trust and privacy will be considered Best practices will be identified in the area of technology, legal context and organizational issues Security policies and data protection in an environment of innovative forms of service delivery
