Drivers Imports of high-GWP HFCs are rising & are present in all countries. Low-GWP alternatives are beginning to enter developing country markets in line with MOP decision XIX/6 Developing countries are being encouraged to consider policies on HFCs & low-GWP alternatives as part of broader refrigerant management approach Policies controlling high-GWP HFCs and promoting alternatives in developed countries stimulate policy consideration in developed countries. HCFC policies provide opportunity to consider new/modified policies for HFC/low-GWP options
