WELCOME

Who we are ACES$ Financial Management Services Part of the Northeast Pennsylvania Center for Independent Living (CIL) A Participant–directed payroll management solution for Medicaid recipients and their Caregivers Serving programs in Pennsylvania, Colorado, and Illinois ACES$ Financial Management Systems, a non-profit corporation organized in the state of Pennsylvania, is a wholly owned subsidiary of the NEPA Center for Independent Living, and is our Consumer-directed payroll management solution for Medicaid recipients and their caregivers. We are based in Scranton, Pennsylvania and have remote locations in Springfield and Chicago, Illinois. ACES$ empowers Consumers by handling the administrative employer functions for them while making the experience convenient for their personal service Workers and at a great cost savings to Medicaid programs and the States with which we work.

F/EA Model In the F/EA model the Client is the primary employer FMS provider is the employer agent with the responsibility of paying Client’s Caregivers and withholding taxes The FE/A relationship offers the Client: Complete control over the selection and management of their Caregiver(s) More of their budgeted dollars going towards services and not administrative costs Determination of their Caregivers schedule to suit the Client’s needs and preferences Decision power over the responsibilities of their Caregiver and the opportunity to training them Personal choice and active participation during development of their care and service plans

What makes us unique As a CIL we have decades of experience serving people with disabilities More than 55% of our staff has a disability We are uniquely in tune with the needs of our Clients because many of our staff use our services themselves As a Center for Independent Living we have decades of experience serving people with disabilities and over 55% of our own staff have a disability. Additionally, some of our staff and board members actively use our FMS services. As such, we are uniquely in tune with the needs of our Consumers. First and foremost we serve the Consumer. ACES$ does not just espouse Consumer-directed services, we embrace them. The organization is enthusiastic about Consumer-directed services. We live it every day. It bears repeating that we have employees who, themselves, are recipients of these services and board members who also use the Consumer-directed model. Thus Consumer control, Consumer direction and Consumer self-determination are an integral part of our everyday philosophy. We thoroughly understand the need to provide a quality product and service to assist in providing Consumers the option to live in the least restrictive environment, because many of us personally depend on this system working. Based upon variation in terms used in the industry, the terms Consumer, Participant, and Customer may be used interchangeably.
