NOTOC Retrieval During evacuation – Flight crew unable to locate NOTOC After the evacuation – ARFF initially unable to locate NOTOC – 40 minutes after landing, ARFF personnel reentered, located NOTOC, and provided to incident commander

UPS Responsibilities UPS Flight Control – Retrieve hazardous materials (HM) information Did not provide to Airport Operations, ARFF, or UPS ground personnel UPS ground personnel – Obtain HM information from Flight Control and provide to ARFF personnel Did not contact Flight Control

UPS Postaccident Actions Flight Control – Immediately identify and communicate HM information to ARFF personnel Ground personnel – Contact Flight Control for HM information – Provide to ARFF personnel

Regulations: HMRs vs. ICAO Hazardous Materials Regulations – Require air carriers to provide HM information to ARFF upon request ICAO Technical Instructions – Require air carriers to provide HM information to ARFF without delay
