The Role of Civil Society in ASEAN Pillar 1—Prevention Role: Ensuring State’s obligations to protect the population against four crimes are implemented Capacity Building: workshop with Stakeholders (NGOs, parliaments, expert staff, and Government officials), regional workshops during ACSC/APF Raising Awareness: Launching the SEA Report Information Dissemination: social media, lists, diplomatic briefings, press conferences Pillar 2— Assistance Role: Ensuring that the States in ASEAN respond to their responsibility to help other states build capacity to prevent mass atrocity crimes Lobby related ministries and parliament members, letters to President to establish advisory panel on genocide prevention Advocacy: CSO statement on R2P, regular op-ed in newspapers, Promoting ASEAN officials to be included as training participants related to R2P

Achievement, Gaps and Challenges Achievements: Recognition on the role and the space of civil society in addressing mass atrocities in ASEAN. Establish path to come up with Community of Parliaments against mass atrocities. Improved understanding on R2P among academes & civil society. Gaps: Lack of understanding among government officials on R2P Youth’s role is not visible in the whole campaign. No functional network on R2P among civil society? Challenges: Less funding for advocacy campaign on R2P in ASEAN. R2P as prevention practices included in ASEAN’s norms.

Opportunity Influencing the next 10 years of Community blueprint: ASEAN Post-2015 Vision ASEAN unity, neutrality, centrality and leadership in the evolving regional architecture and strive to promote its regional interests; Being relevant to the global: the platform that capable of responding emerging trends and challenges collectively Role of ASEAN: A) as the center and facilitator of economic integration in the East Asian region to reinforce ASEAN centrality in the emerging regional economic architecture; B) proactive member of the global community and credible global partner that contributes and responds to key global issues of common concern ; Indonesia: new direction for transitional justice under Jokowi’s regime

Opportunity in Malaysia’s Chairmanship (2015) Formally establishing the ASEAN Community and expedite the remaining action lines by 2015; Developing the ASEAN Community's Post-2015 Vision and its Attendant Documents, to be adopted by the leaders at the 27th ASEAN Summit in Kuala Lumpur; Greater engagement with the peoples and stakeholders; Strengthening the development of the small and medium enterprises (SMEs); Expanding intra-ASEAN trade and investment through cross-border investments and trade; Strengthen ASEAN’s institutions and implementing the HLTF (High Level Task Force) Recommendations on Strengthening the ASEAN Secretariat and Reviewing the ASEAN Organs; Promoting regional peace and security through moderation in addressing conflicts and finding solutions to issues concerning regional peace and security; Enhancing ASEAN’s role as a global player.
