W3 – WATCH Replacement Currently under development: Originally intended to be part of W2 Replacement Project Expedited replacement due to technological considerations more than functional requirements. Schedule and Improvements: Implementation in June 2015. Migrated to computer language and architecture more easily maintained by existing WSP resources. Adding name and DOB inquiries to FBI for the purpose of supporting the HUD program.

Objectives: Protect investment in existing business processes involving interfaces for data exchange. Leverage advancements in technology and application development tools. Configurable – adapt to future change. Meet or exceed current systems support for business operation. Leverage more capabilities of the new ACCESS switch.

Criminal History System Impacts: Rapsheet “Standard” Rapsheet for interstate CHRI requests Mug Shots on Rapsheet Potential – mobile friendly Rapsheet Rapback Criminal Justice purposes – immediate Applicant – Legislative changes Electronic Disposition Reporting – FBI Expand electronic capture of dispositions CHRI is used for many purposes, including: Criminal justice investigations Public and private employment background checks Licensing background checks Proper sentencing of convicted felons Pre-sentence and post-sentence evaluations

Crime Information Center Impact:

Minimal….. “Decommissioning” WACIC Files Articles Guns Missing Unidentified “Pawned Property” in WACIC, and will still automatically check NCIC for matching stolen report. Other files will remain in both WACIC and NCIC Able to insulate impact on local agencies because of capabilities of the new ACCESS switch.

Short Term Change rules for articles: Gun File Changes: Enforce NCIC rules for items valued less than $500 No entry of stolen credit cards, debit cards, checks etc. Gun File Changes: Resubmit older missing gun entries that weren’t ever sent to NCIC (functionality added 2006). Enforce serial number requirements for entries. Result: When we convert, all records other than pawned will be NCIC qualified.

Creates an insulation layer for all the applications talking to ACCESS Agencies can shift to XML transaction format as they are ready. The new W2 applications won’t have to support multiple formats. When NCIC 3rd Generation arrives, changes will be centered in a single application – ACCESS.
