Legal issues The legal basis for sharing digital resources lies in the public fair use provisions contained in Art. 28 of the Copyright and Related Rights Act of 1994: Libraries, archives and schools may: 1) provide free of charge copies of works in the scope of their statutory tasks 2) prepare or order the preparation of copies publishedof works to supplement, preserve or protect their own collections 3) give access to digital publications for research or cognitive purposes on computer terminals located within these units. 7 lies in the
