PBN Airspace Concept Process Delivering Benefits

ASBUs – Enablers to Operational Improvement ASBUs are the menu of enablers for operational improvements Modern ATM Concepts are focused on Performance Surveillance Communications NAVIGATION (PBN) The PBN Manual (9613) contains excellent methodology that can be applied in several situations © IATA (2015)

What is an Airspace Concept? An airspace concept is a master plan of the intended airspace design and its operation © IATA (2015)

What is an Airspace Concept? Describes in detail the airspace organization and its operations, Addresses all the strategic objectives identified for the project, Addresses all CNS/ATM enablers, Identifies all operational and technical assumptions. PBN Airspace Concept © IATA (2015)

Why Develop an Airspace Concept? An Airspace Concept provides a structured and systematic process: For communication among all parties of goals and objectives. To justify and track resources used for implementation. For the review and tracking of goals and objectives. And a baseline reference upon which to measure improvements. © IATA (2015)

Why Develop an Airspace Concept? The development process helps ensure Goals (expected benefits) of planned airspace structure are clearly stated; Objectives of the airspace change are met; and The means to achieve these goals are appropriate and feasible within the resources and time available. © IATA (2015)

How to Create an Airspace Concept? The process of developing an Airspace Concept is described in ICAO DOC 9992: Manual on The Use of Performance-Based Navigation (PBN) in Airspace Design © IATA (2015)

How to Create an Airspace Concept? Supporting Manuals: ICAO Doc 9613 Manual on The Use of Performance-Based Navigation (PBN) in Airspace Design

How to Create an Airspace Concept? Additional Supporting Manuals: Doc 9931 CDO Manual and, Doc 9993 CCO Manual

How to Create an Airspace Concept? Airspace Concept development uses a high level sequential outline of processes: © IATA (2015)

How to Create an Airspace Concept? High level processes are further refined: Into a 17 step iterative process of supporting activities

Define Operational Requirements What do we want to accomplish? categorized in terms of: safety, capacity, efficiency, environment, and access. © IATA (2015)

Establish a reference scenario. You must know what is going on today to plan future improvements. Identify both positives and negatives. Establishes a benchmark to measure project results. © IATA (2015)
