The Northern Powerhouse An elected mayor for Greater Manchester in return for devolution cash It's expected to be confirmed the Greater Manchester councils will agree to a single elected mayor - in return for a one billion pound devolution package. The ten local authorities are thought to have agreed a deal with the Chancellor George Osborne after months of negotiations. The money will be used for job creation schemes and house building and could provide a blue-print for devolution in other parts of the region.
