PURPOSE OF HMEP PLANNING GRANT ~~~~~~~~~~~~~~~~~~~~~~~ Determine the need for regional hazardous materials emergency response teams. To provide financial assistance to public sector employees in order to…..

To develop, improve, and implement emergency plans under the Emergency Planning and Community Right-To-Know Act.

Increase effectiveness in safely and efficiently handling hazardous materials accidents and incidents. Encourage a comprehensive approach to emergency training and planning by incorporating the unique challenges of responses to transportation situations.

HOW DOES CALIFORNIA RECEIVE FUNDING ~~~~~~~~~~~~~~~~~~~~~~~ OES submits an application requesting a continuation grant to U.S. DOT on a yearly basis. U.S. DOT sets the amount of funding for each state or territory and approves the amount of the award issued.

HOW AMOUNT OF AWARD IS DETERMINED ~~~~~~~~~~~~~~~~~~~~~~~ Number of 302 facilities filing in the state; Population of the state; and Highway miles within the state.

REGIONAL DISTRIBUTION OF FUNDS ~~~~~~~~~~~~~~~~~~~~~~~ Local agencies submit applications to the LEPC’s to review and prioritize, taking into consideration that larger sums may be necessary in specific areas with the greatest need.

ACCEPTIBLE PROJECTS ~~~~~~~~~~~~~~~~~~~~~~~ Development, improvement, and implementation of emergency plans; Exercises that test emergency plans; Hazards analysis {Flow Studies}; Response procedures for emergencies involving transportation of hazardous materials;

Needs assessment for regional hazardous materials emergency response teams; Assessment of local response capabilities; Conducting emergency response drills.

APPLICATION PROCESS ~~~~~~~~~~~~~~~~~~~~~~~ Applications must be coordinated through the LEPC’s, OES LEPC Staff Support, and HMEP Grant Administrator.

APPROVAL PROCESS ~~~~~~~~~~~~~~~~~~~~~~~

The HMEP Grant Program operates on a 12-month performance and budget cycle that corresponds with the Federal Fiscal Year (FFY). The FFY begins on October 1 st and ends on September 30 th of each year. The process and time frames are outlined in the HMEP Grant Guide and must be followed.

QUARTERLY REPORTS ~~~~~~~~~~~~~~~~~~~~~~~ First Quarter Second Quarter Third Quarter Forth Quarter October 1 – December 31 January 1 – March 31 April 1 – June 30 July 1 – September 30

REIMBURSEMENTS FOR PAYMENT ~~~~~~~~~~~~~~~~~~~~~~~ HMEP is a “reimbursable” grant. If expenditures occurred during a quarterly reporting period, Project Manager prepares and submits an HMEP Reimbursement Form. Invoices accompany quarterly Performance Reports. Receipts must be attached for substantiation.

U.S. DOT Statistics ~~~~~~~~~~~~~~~~~~~~~~~ Since the onset of the HMEP Grant, U.S. DOT reports that: HMEP Grantees have accomplished 7,545 commodity flow and hazard analyses; created or updated 41,344 area plans; conducted 9,452 exercises, and helped an average of 1,719 LEPCs each year. Approximately $112 million has been awarded to grantees. Over 1,748,000 responders and others have been trained utilizing HMEP grant funding.
