Law Enforcement Grants 2 Main Law Enforcement Grants currently in ND: ◦ Edward Byrne Justice Assistance Grant (JAG) Program ◦ Criminal Justice Oil Impact Funding

Edward Byrne/Justice Assistance Grant (JAG) Edward “Eddie” Bryne was murdered (22 year old police officer in NYC PD) ◦ While sitting in his patrol vehicle watching the house of an individual who had previously called police about illegal activity on his street. ◦ Two assailants pulled up alongside and shot him in the head five times. Two more acted as lookouts

Edward Byrne/Justice Assistance Grant (JAG) Edward “Eddie” Bryne was murdered (22 year old police officer in NYC PD) ◦ Assailants stated they had cased the place earlier and spared two officers because one officer was female and other officer was black.

Edward Byrne/Justice Assistance Grant (JAG) Late 80’s: Edward Byrne Grant created Primary purpose to enhance officer safety via equipment, technology and training ND started receiving funding, most of which funded local and state Criminal Justice related programs

Edward Byrne/Justice Assistance Grant (JAG) 2005: JAG grant program was created (merged with Bryne and Local Law Enforcement Block Grant (LLEBG) programs)

Edward Byrne/Justice Assistance Grant (JAG) Funding and Purpose Early days-ND received approximately $2.4 million per year Currently-Under $500,000 per year-an 80% cut in funding

Edward Byrne/Justice Assistance Grant (JAG) Allowable purpose areas continue to include: Law enforcement Prosecution and court Prevention and education Corrections and community corrections Drug treatment and enforcement Planning, evaluation and technology Crime victim and witness initiatives

Edward Byrne/Justice Assistance Grant (JAG) ND Awards Due to limited funding, primary funds: ◦ Narcotics Task Forces (up to 8) ◦ Forensic interview program (1) ◦ Domestic violence prevention programs (16) ◦ ND SLIC ◦ Task force buy funds (all TF’s) ◦ Tactical Team reimbursement

Edward Byrne/Justice Assistance Grant (JAG) Application and Award Process Drug and Violent Crime Policy Board recommends calendar year awards Applications due May 20, 2015 Board meetings late June 2015 Recommendations to AG Awards begin January 1, 2016

Lottery Funding for Multijurisdictional TF’s In 2007: ND Legislature recognized need for funding due to JAG cuts $400,000 annually funds buy fund and task force operations Allowable purpose area: Drug task force operations Award Process: Held in conjunction with JAG

Criminal Justice Oil Impact Funding Purpose of the funding is to assist local criminal justice entities in addressing crime related issues that affected oil- producing and oil-impacted areas of the state as a result of oil-producing activities.

Criminal Justice Oil Impact Funding Funds will be awarded through a competitive grant process to programs demonstrating oil-related criminal impact and proposing the most effective methods of improving the criminal justice system and reducing oil related crime and violence.

Criminal Justice Oil Impact Funding For the purpose of this funding, oil producing counties (19) include: ◦ Adams, Billings, Bottineau, Bowman, Burke, Divide, Dunn, Golden Valley, Hettinger, McHenry, McKenzie, McLean, Mercer, Mountrail, Renville, Slope, Stark, Ward and Williams.

Criminal Justice Oil Impact Funding ND AG appropriated $9.6 M for all Criminal Justice agencies in oil producing or oil related counties ND Dept. of Trust Lands appropriated $7M for sheriff’s offices in oil producing counties All funds ($16.6) managed by ND BCI (ND AG)

Criminal Justice Oil Impact Funding Grant period ran through April 30, 2015, extensions available through Dec. 31, 2015 Funding resulted in: ◦ 105 grants ◦ 49.5 new positions (LE, SA, VW, Admin) ◦ 89 vehicles ◦ Year 1 and 2 LE and Custody Manuals ◦ Livescan units ◦ PPE for oil rig site investigations/calls

Criminal Justice Oil Impact Funding Funds appropriated to ND Dept. of Trust Lands-managed by ND BCI (ND AG)

Criminal Justice Oil Impact Funding $8M (approx.) for Criminal Justice Oil Impact Grants ◦ Applications received until May 20, 2015 ◦ Grant period July 1, 2015-June 30, 2017 ◦ DVC Policy Board make recommendations in June in conjunction with JAG/Lottery hearings. ◦ Recommendations present to AG for approval ◦ Present Land Board with AG/DVC recommendations and get final approval late July
