THE ISSUE Economic Objectives ObjectiveSuccess Indicators EO1: Utilise intelligent Traffic Management to boost competitiveness of transport-related economies at urban, regional and local levels. Uptake of new technologies from current RTD programmes - including space and broadband technologies and advanced computational techniques – in at least two existing transport management systems. EO2: Identify market opportunities for mature RTD applications and develop action plans for commercial implementation Identification of specific market opportunities in the Business Plan. EO3: Deliver innovative solutions to traffic management operations Inclusion of innovative traffic solutions from THE ISSUE in any region’s Local Transport Plan. Evidence of transfer of expertise in traffic solutions between regional clusters. Emergence of new funding calls for innovative traffic solutions. (National, EU). EO4: Deliver innovative solutions to reduce traffic emissions and improve air quality locally Inclusion of innovative solutions from THE ISSUE to improve air quality in any region’s Local Transport or environment plan. Evidence of transfer of expertise in air quality between regional clusters. Emergence of new funding calls for air quality management. (National, ESA, EU).

Up to 10 other regions at conferences STO2: Identify development path for uptake of Intelligent Traffic Management Take-up of expertise in existing projects from East Midlands and Midi Pyrenees & Aquitaine to other regions. STO3: Achieve modal shift towards public transport to reduce urban congestion and shorten journey times Inclusion of innovative traffic solutions from THE ISSUE in any region’s Local Transport Plan. STO6: Provide regional planners with comprehensive databases of transport infrastructures to support their regional strategic planning Outcome of RTD audit and JAP. Inputs to regional databases of localisation, traffic or air quality data derived from THE ISSUE outputs. STO7: Introduce active air pollution monitoring and mitigation into regional transport and environmental strategies Inclusion of innovative solutions from THE ISSUE to improve air quality in any region’s Local Transport or environment plan. Evidence of transfer of expertise in air quality between regional clusters. STO8: Support the development of radical new transport technologies and evaluate implications for future regulatory frameworks. Special Interest group. (SIG) set up. Integration of the SIG into European Cluster Alliance.

THE ISSUE Headline Objectives ObjectiveSuccess Indicator Take steps to achieve continuity and sustainability of the project objectives beyond the life span of THE ISSUE programme. THE Issue partners secure new RTD projects against future calls. (i). RTD income in the widened THE ISSUE consortium in range M25-50€ over arising from implementation of the JAP. (ii) person years of jobs created or saved from the above impact. (K100€/person year-UK average). (iii) Establishing new regional clusters as legal entities in partner regions. Support Cluster Mentoring with secondments and exchange programmes Up to 10 secondments of regional executives on cluster management boards or of high level RTD executives on regional administration boards in each core region.
