2010 Census Redistricting Data What You Should Know Oregon State Data Center Affiliates November 4, 2010 Portland

2010 Census Data A Review Determine apportionment of the U.S. House of Representatives Used for congressional and legislative redistricting County and city governments use census data to redraw the boundaries of local political subdivisions including county councils Affects the allocation of more than $400 billion in federal funding per year to local, state and tribal governments 2

Imagine this December... Nine short months after data collection began... Apportionment numbers are known Ideal size of a congressional district is understood ACS 5-year estimates are released, providing characteristics on... State legislative districts Congressional districts 3

Redistricting and the 5-year ACS Estimates ACS 5- year estimates will contain demographics for current state legislative districts Legislators will see recent data for their districts for the first time since those districts were drawn The Block Group data everyone wants may be staggered on an FTP release, a short time after the ACS 5-year release. 4

We’re Nearly Done P.L redistricting data files are delivered to all states - - no later than March 31, 2011 Maps and block assignment files released Spring 2011 Advanced group quarters data released in May 2011 via FTP Block group data from the ACS released via FTP a short time after the release of the 5-year estimates 5

Redistricting Data Delivery: How Will This Occur? Currently we are collecting the home district / capital district addresses for official recipients including governors and legislative leaders Challenges Time spread of deliveries Changes resulting from elections 17

November Elections 37 Governors 6,315 legislative elections Only MS, VA, NJ and LA without elections this November Timing of leadership determination We must secure names / addresses of these folks in advance of deliveries 18

Redistricting Data Delivery Process As required by law—data must be delivered in a non-partisan manner Therefore, we make the following concurrent shipments Governors Majority and minority leaders Commission directors (when we know who they are) Redistricting committees (when we know who they are) 19

Redistricting Data Delivery New As we ship data to each state we will simultaneously issue an alert to all land- based American Indian Reservations, Alaska Native Village Statistical Areas, Alaska Native Regional Corporations, Oklahoma Tribal Statistical Areas. Letters will be sent with a link to our Redistricting Data Program home page, where we will post URLs to the data products that are released - - details in progress At the request of Race and Ethnic Advisory Committee 20

Redistricting Data Delivery Process for Delivery Redistricting Data Office (RDO) will ship Monday thru Thursday RDO will confirm bi-partisan receipt Tuesday thru Friday DADS will deploy data onto the American FactFinder for immediate public access following confirmation and within 24 hours Wednesday through Saturday 21

Redistricting Data Delivery Process for Delivery of Geographic Products We will begin delivery of TIGER shapefiles beginning after Thanksgiving and be done by late January before the data come out First peek at 2010 tabulation blocks, census tracts, and block groups Shapefiles will be posted on GEO homepage RDO homepage will post links to all redistricting data including the geo products One stop shopping. 23
