The Process Plans are developed by an Architect or Engineer and presented to the Municipality – State Environmental Quality Review (SEQR) declaration is made by municipality “requires the sponsoring or approving governmental body to identify and mitigate the significant environmental impacts of the activity it is proposing or permitting.” “standardized our environmental assessments by using the Environmental Assessment Form (EAF) and special guidance documents “ Steps

State Permits Storm Water Pollution Prevention Plan – Must show how storm water impacts will be mitigated and water quality improved – Must have a qualified inspector on site at all times – Must have Erosion and Sediment Control Plan – Concrete Washout Area – Spill Cleanup – Weekly Inspections by Qualified Professional ($)

State Permits Highway Access Permits – Required for construction access & final access off of a state highway – Not issued until project is approved by municipality and other state agencies Highway Work Permits – Permits work in the right of way of state highways – Not granted until needed, valid for 1 year – Utility and non-utility work

State Permits Sanitary Sewer Permit – DEC permit for extending a municipal sewer line Looks at capacity of sewer lines, sewage plant Also looks at water capacity Water Permit – County DOH and State DEC

State Permits Wetlands – freshwater and salt water – Buffer zone Mining – over 750 cy per 12 month period Historical or cultural Site State Pollution Discharge Elimination System (SPDES) SEQR information is compiled into an Environmental Impact Study

Federal Permits Federal Wetlands – US Army Corps of Engineers – Federal wetlands are different from State Can work in but must mitigate

Site Plan Planning Board – Approves all aspects of site plans Uses state and county agencies and town engineers to determine completeness of the application Zoning Board of Appeal – Approves variances in the zoning requested by the developer

Permits after Site Plan Building Permit Plumbing Permit Electrical Permit Sewer Permit Water Permit All require inspections

Inspections SWPPP – weekly Concrete Asphalt Compaction Sewer Water Ponds Others as specified in contract MUST have documentation that inspections were completed with satisfactory results
