I n t e g r i t y - S e r v i c e - E x c e l l e n c e Property Transfer Environmental Drivers Early Transfer – accelerates disposal by transferring real property before completing all necessary environmental restoration actions Traditional Transfer – all sites on the property must have achieved RC, SC or OPS 7

I n t e g r i t y - S e r v i c e - E x c e l l e n c e Property Transfer Privatized Cleanup - McClellan Using the Early Transfer Authority with privatized cleanup to support rapid redevelopment Under this construct, 1,200 acres have been “early transferred” along with control of the environmental remediation sites Allows the Local Redevelopment Authority, or LRA, to complete restoration and redevelopment simultaneously Fostered rapid redevelopment, with over 200 companies and 14,000 people working at the former base, more than at the time of closure 8

I n t e g r i t y - S e r v i c e - E x c e l l e n c e Environmental Cleanup OSD Goal for Response Complete (RC) 90% of sites in FY18; met in FY14 95% of sites in FY21; on track to meet in FY17 Legacy BRAC Environmental Site Metrics Total 5,290 sites 95% of sites have met RIP 80% of sites are closed to UU/UE 453 sites will remain open indefinitely requiring long term monitoring 179 sites are under a privatization agreement 9
