 THE LOW PRESSURE DISTRIBUTION NETWORK SERVES: ~ CLIENTS IN GAS IN LARISSA AND VOLOS AREAS 20 INDUSTRIAL CLIENTS  CLIENTS ARE SERVED VIA SERVICE LINES DERIVED FROM THE LOW PRESSURE DISTRIBUTION NETWORK  26 EPA INDUSTRIAL CLIENTS ARE SERVED FROM THE MEDIUM PRESSURE DISTRIBUTION NETWORK (4 IN LARISSA AREA) CLIENTS IN GAS

PROCEDURES EPA Procedures N° 011 and 012 According to the Natural Gas Distribution Licence EPA Thessalia has to guarantee:  Operation and Maintenance of the whole network  Readiness Management  Crisis Management

 Safety of the population  Safety of the involved employees  Secure operation of the gas distribution system  Continuity of gas distribution service  Compliance to regulations: - Gas Distribution License - National Technical Regulation: Operation and Maintenance Manual PROCEDURES REQUIREMENTS TO BE FULFILLED

READINESS PROCEDURE PRO 011 and operational instruction 013 Applied in case of anomaly or accident in the gas network or in the internal installation of the Client CALL CENTER SCADA THIRDS  Head of Readiness  Operating Technical Head (2 º )  Squad Head (1 º)  Technician(1 º)  External Contractor Intervention by 2 h for 90% of calls and 4h for 10%

 EPA RUNS A READINESS SERVICE DURING WORKING AND NON WORKING HOURS (24 H A DAY, 365 D A YEAR) ACCORDING TO INTERNAL PROCEDURES 011 AND 013  DURING WORKING HOURS THE OPERATING READINESS IS GUARANTEED BY THE HEAD OF READINESS, THE OPERATING TECHNICAL HEAD, THE SQUAD HEAD AND TECHNICIAN. ALL PEOPLE ARE ON OPERATING READINESS WHILE CARRYING OUT NORMAL MAINTENANCE DUTIES ACCORDING TO THE SCHEDULE  AFTER THE WORKING HOURS THERE ARE TWO LEVELS OF AVAILABILITY: - 1° LEVEL: Squad Head and Technician - 2° LEVEL: Operating technical head READINESS PROCEDURE CONT’D

READINESS MANAGEMENT THE READINESS SQUAD HEAD IS CONTACTED BY THE CALL CENTER ABOUT GAS INCIDENTS OCCURING AT THE EPA RESPONSIBILITY ZONE THE SQUAD HEAD MANAGES THE READINESS SQUAD DECIDING THE RESOURCES TO UTILISE FOR RESOLVING THE SITUATION AN EXTERNAL CONTRACTOR WITH ADEQUATE PERSONNEL AND EQUIPMENT IS ALSO ON READINESS WITH DUTIES REGULATED BY A CONTRACT WITH EPA CONTRACTOR IS ORDERED BY THE SQUAD HEAD, AFTER JUDGEMENT OF THE INCIDENT, TO INTERVENE IN MAXIMUM TWO HOURS TIME FROM THE ANNOUNCEMENT THE OPERATING TECHNICAL HEAD IS CALLED BY THE SQUAD HEAD IN CASE OF DIFFICULT INTERVENTION OR PRESENCE OF PUBLIC AUTHORITIES THE OPERATING TECHNICAL HEAD INFORMS THE COMPANY’S UPPER LEVEL MANAGEMENT IF THE INCIDENT IS JUDGED TO HAVE CHARACTERISTICS OF AN EMERGENCY OR CRISIS

EPA THESSALIA EMERGENCY PROCEDURE

The results on gas distribution system may be: Unscheduled out of operation of City Gates or IRS Unscheduled out of operation of Medium Pressure and Low Pressure network with gas supply interruption for one or more final clients Gas supply interruption to one or more final clients following a gas leakage Pressure excess or shortage in the network Gas supply interruption to at least 250 final Clients and for which the gas is not supplied for more than 24 hours. Pro. 012: CRISIS MANAGEMENT FOR THE GAS DISTRIBUTION SYSTEM EMERGENCY: EVENT ABLE TO PRODUCE SERIOUS AND/OR LARGE SCALE EFFECTS ON GAS DISTRIBUTION SYSTEM

NOTICE OF ANOMALIES CALL CENTER MAY BE INFORMED ABOUT AN ANOMALY BY:  THIRDS  SAFETY BOARDS SUCH AS FIRE FIGHTING BRIGADE, POLICE ETC.  ALARMS FROM REMOTE CONTROL SYSTEM  EPA PERSONNEL THE CALL CENTER OPERATES ACCORDING TO THE PROCEDURE 011 READINESS MANAGEMENT

EVALUATION OF ANOMALIES  THE READINESS HEAD OR THE OPERATING TECHNICAL HEAD INFORM THE HEAD OF TECHNICAL DEPARTMENT ABOUT A LARGE SCALE OR OUTSTANDING ANOMALY  THE HEAD OF TECHNICAL DEPARTMENT EVALUATES THE EVENTS AND ANNOUNCES THE EMERGENCY TAKING CHARGE OF THE OPERATIONS  IN CASE OF GENERAL EMERGENCY (PUBLIC AUTHORITIES AND BOARD INVOLVED, MEDIA ETC.) EPA GENERAL MANAGER ANNOUNCES AND TAKE CHARGE OF GENERAL EMERGENCY

EMERGENCY MANAGEMENT  COORDINATES THE EMERGENCY STRUCTURE (INCLUDING MAINLY ALL TECHNICAL PERSONNEL)  IN CASE OF GENERAL EMERGENCY IS ACTIVATED ALSO THE EMERGENCY STEERING COMMITTEE (INCLUDING ALL UPPER LEVEL MANAGEMENT OF EPA)  INFORMS AND GET INVOLVED AUTHORITIES AND SAFETY BOARDS IF REQUIRED. IN THIS CASE IS SUPPORTED BY “COIME” AND “LEGAL” DEPARTMENT  INFORMS COMMERCIAL DEPARTMENT IF IT’S NECESSARY TO INTERRUPT THE GAS SUPPLY TO SOME CUSTOMERS ACTIONS PROVIDED BY THE HEAD OF EMERGENCY

EMERGENCY MANAGEMENT CONT’D  KEEP THE CALL CENTER UPDATED ABOUT THE EMERGENCY PROGRESS IN ORDER TO GUARANTEE A CONSTANT AND CORRECT INFORMATION TO PEOPLE CALLING  ONCE RESTATED THE SAFETY CONDITIONS AND THE GAS SUPPLY TO ALL FINAL CLIENTS, THE HEAD ANNOUNCES THE END OF THE EMERGENCY  INFORMS ALL PERSONNEL, DEPARTMENTS AND AUTHORITIES INVOLVED DURING THE EMERGENCY  AN EMERGENCY JOURNAL IS FILLED IN TO RECORD ALL ACTIONS ADOPTED. ACTIONS PROVIDED BY THE HEAD OF EMERGENCY

FINAL ANALYSIS BY TWO MONTHS FROM THE END “INAU” DEPARTMENT PROVIDES AN ANALYSIS OF THE EMRGENCY CASE  HOW THE INTERNAL STRUCTURE HAS WORKED  HOW THE EXTERNAL CONTRACTORS HAVE WORKED  AVAILABILITY OF DATA AND INFORMATION  AVAILABILITY OF TOOLS AND MATERIALS  COMMUNICATION  RELATIONSHIP WITH AUTHORITIES, MEDIA ETC  EVENTUAL NEEDS FOR IMPROVING THE EMERGENCY PLAN

MONITORING AND REPORTING  THE HEAD OF EMERGENCY SENDS TO THE GREEK ENERGY AUTHORITY (RAE) A REPORT FOR EACH EMERGENCY AS REQUIRED BY THE GAS LICENCE  “INAU” MONITORS ALL EMERGENCY ACTIVITIES AND ISSUES EVERY SIX MONTHS A REPORT  AFTER EACH EMERGENCY “INAU” ISSUES A REPORT TO BE PRESENTED TO THE GENERAL MANAGER  ALL TERRITORIAL AND GENERAL EMERGENCY PLANS ARE FILED AND UPDATED BY TECHNICAL DEPARTMENT
