A Brief History Founded in 1762 In 1800’s population over 3500, larger than today Sheep Farming and Lake Commerce Prominent in 1800’s –Farming lead to deforestation –Rivers experienced high levels of sedimentation, then eutrophication

1900’s Early –Railroad brings commerce and allows people to leave area (Go west young man) ie- Manifest Destiny Forests begin regeneration and landscape begins to recover (streams approach historic conditions) 1970’s –Interstate comes to Vermont – rapid increase in population and development statewide

Charlotte Development Districts Village Rural Commercial Industrial Shoreland Seasonal (camps) Conservation Mixed use center of town Farming or natural areas Stores and Retail areas Manufacturing/non-retail Development along shore Memorial to Labor Days Lands w/ restrictions ie-wetlandswetlands

Charlotte Development Information

Effects on Water Resources AgricultureAgriculture DevelopmentDevelopment Road Infrastructure

The Future of Charlotte As mentioned earlier, Charlotte has a good plan on its direction in the Vermont landscape The large numbers of unnamed streams in Charlotte is becoming a problem because of encroaching development. (Zoning Bylaw Section 4.7 E-4)

Charlotte Surface Waters Charlotte is located primarily in the Otter Creek Watershed Charlotte surface waters are comprised of numerous brooks, streams, and rivers, and of course, Lake Champlain. The LaPlatte River and Lewis Creek are two of the main surface waters in Charlotte.

Continued Many streams are seasonal or low volume so they are perceived as ecologically insignificant These streams act as tributaries to larger surface waters and may compound already impacted areas

Impaired Streams Lewis Creek- –Listed as impaired by state of Vermont –Has high pathogens and fecal coliforms –Runs within critical wildlife habitat and natural areas LaPlatte River –Flows primarily through agri. Land –Is focus of non-point pollution study by UVM

Threats to Charlotte Streams Bacterial contamination (septic systems, manure) Chemical contamination (landfills, road salt, herbicides) Erosion and siltation (construction and forestry) Oxygen demands (from decay)
