The American Recovery and Reinvestment Act (ARRA) of 2009 NASTD Information and Resources

Information Technology Components of ARRA Broadband Funds NTIA - Broadband Technology Opportunities Program ($4.7 billion) $350 million for broadband mapping $200 million for public computer centers (schools, libraries) $250 million in competitive grants for innovative, sustainable broadband programs Rural Utilities Service (RUS) ($2.5 billion) Health IT $20 billion in incentives $2 billion to National Coordinator for Health IT Other Opportunities (Education, Law Enforcement)

What We Know Broadband Technology Opportunities Program competitive grants, loans focus on “unserved” and “underserved” areas minimum one grant per state Rural Utilities Service grants, loans, loan guarantees 75% of service area must be rural without “sufficient access” Public comment period ended April 13 (1,400+ comments) Two months to review comments Three rounds of awards by September 30, 2010

What We Don’t Know Definitions of “unserved” and “underserved”? Prioritizing grant and loan applications? Coordination between NTIA and RUS? Net neutrality requirements? Final rules? Notice of funds availability (fall, winter, next spring)?
