CREDENTIAL APPLICATION PACKET If you apply by the deadline, you will be mailed a Credential Evaluation Update by the end of MAY. This update will advise you of any requirements needed before recommendation of your credential. DEADLINE: FRIDAY, APRIL 13, 2007

CREDENTIAL APPLICATION PROCESS 1st step  Your file is reviewed to make sure all requirements have been met.  When you qualify for a credential after grades are available in May, CSUSM recommends you for a credential via the web. We anticipate the recommendation process will be complete by the second week of June for those students who met all requirements.

CREDENTIAL APPLICATION PROCESS 2nd step  CCTC s student they are recommended and need to apply and pay fees via web at:  Student s CCTC within 5 days of receipt of CCTC - legal name - permanent address - other required identification information Payment by MasterCard or VISA credit/debit card is the only option for online recommendation.

CREDENTIAL APPLICATION PROCESS 2nd step - continued  CCTC notifies CSUSM that all fees were paid and student will be issued a credential.  CCTC issues the document, and this document serves as your Verification  (C-19) Letter.

CREDENTIAL APPLICATION PROCESS 3rd step  Credential is issued by CCTC. Credential is mailed directly to student. NOTE: It is important to notify CCTC, the College of Education and CSUSM Enrollment Services of a change of address, especially if there is a change before you receive your credential.

CREDENTIAL APPLICATION PROCESS  For incomplete files at end of semester – The recommendation process will begin when all requirements have been completed and all required documentation has been submitted. Credential Effective Date: date all requirements completed and the online process is complete Student Services Center continues to accept applications throughout the year as credential requirements are completed.

Commencement Ceremony Credential Students: You do not need to apply for graduation. Master’s students: You must apply by March 15, 2007 in Office of Enrollment Services. Credential/Diploma  The California Commission on Teacher Credentialing issues your credential document, not CSUSM. The Governor, Commission Director and Chair sign this document.  CSUSM issues a diploma to those who complete the M.A. in Education.

Special Education Credential Authorizations 1)Mild/Moderate and Moderate/Severe credentials authorize the provision of services to individuals in grades K through 12, including adults. 2)Mild/Moderate Education Specialist credential authorizes graduates to serve students who are eligible for special education assignments in the following federal disability categories: Specific Learning Disabilities, Mental Retardation, Serious Emotional Disturbance, and Other Health Impaired (e.g., Attention Deficit Disorder). 3)Moderate/Severe credential authorizes graduates to serve students eligible for special education assignments in the additional federal disability categories of Mental Retardation, Multiple Disabilities, Autism, and Deaf- Blindness.

NO CHILD LEFT BEHIND The new reauthorization of Individuals with Disabilities Education Act (IDEA) was signed by President Bush in Dec State and federal level policy is being developed to be in compliance with No Child Left Behind.

English Learner Authorization Current holders of a CLAD/BCLAD certificate or emphasis or the new SB2042 credential do not need the following two courses to add the EL Authorization to the Special Education credential:  *EDUC 641 Sociocultural Contexts of Language and Learning  *EDUC 602 School communities in a Pluralistic Society (Note: EDUC 602 is required if completing Masters Program)  *(For Level II program only) EDUC 646 or verification of completion of Induction program * If you were admitted prior to Summer 2007, these courses or equivalencies are recommended to add the English Learner Authorization to your Special Education credential. If you are admitted beginning Summer 2007, these courses are required.

Preliminary Level I Clear Level II Structure of the Special Education Credential All candidates completing Preliminary Level I preparation must begin a Level II program with 120 calendar days after employment as a specialist and complete a Clear Level II within 5 years after the date of issuance of the Level I.

Grading Policies: Credit/No Credit (CR/NC) is given for student teaching/intern teaching. The minimum acceptable final grade for the courses in the professional education sequence is C+ (2.5), but a B (3.0) average must be maintained. Please refer to page 196 of the Cal State San Marcos General Catalog Credential Grading Policy

CREDENTIALING REQUIREMENTS (for students with a basic credential)  BACHELOR’S DEGREE OR HIGHER  EDUCATION 422/500 or EDST 630  EDUCATION 501  VALID TEACHING OR SERVICES CREDENTIAL  OFFICIAL TRANSCRIPTS from all colleges and universities attended including official transcript with degree posted – Only if the College of Education does not have them.

CREDENTIALING REQUIREMENTS (for students with a single subject credential) ADDITIONAL REQUIREMENTS:  EDMS 521: ELEMENTARY LITERACY I  EDMS 543: MATHEMATICS EDUCATION IN ELEMENTARY SCHOOLS
