Background for 2011 Strategic Plan Update The 2008 Strategic Plan was approved by Board of Trustees on January 11, While the plan has been implemented, the last Board update was the One-Year Status Report in December The 2011 Strategic Plan does not include any major revisions to the District’s vision, mission and values. Minor revisions to goals/objectives are supported by trend data and an internal survey. Expiration of the 2011 Strategic Plan. 2

Background for 2011 Strategic Plan Update The Commission Action Letter on January 31, 2006 to Reedley College identified Recommendation 6: College Strategic Planning Connection with District Strategic Planning: The team recommends that the college develop, implement, and evaluate a college-wide strategic plan that 1) incorporates the individual planning efforts of the college and 2) results in a cohesive planning framework. Simultaneously, the college should remain cognizant of the strategic direction of the State Center Community College District as it moves toward increasing the number of colleges in the district. (Standards IB.1, IB.2,IB.3, IB.4, IB.6, IB.7, IIIB.1a, IIIB.1b, III.B.2, III.B.2a, III.B.2b, III.C.1, III.C.1a, III.C.1c, III.C.1d, III.C.2, III.D, III.D.1a, III.D.1b, III.D.2b). The Commission Action Letter on January 31, 2006 noted the same recommendation on planning to FCC as Recommendation 5 (Standards IB.2, IB.3, IB.4, IVB, IVB.2, IVB.3, IVB.3f). Components added in the Update in response to the accreditation recommendation includes a planning calendar that aligns the college and centers’ strategic plans with the District's strategic plan. This alignment resolves this recommendation, provides timelines for the comprehensive review of the 2012 Strategic Plan and timelines for the colleges/centers strategic plans. 3

Summary of Planning Efforts The 2011 Updated Strategic Plan and planning efforts updates the 2008 Strategic Plan; aligns strategic goals and objectives for the entire college district; creates a proposed district-wide planning structure and planning calendar; and provides a proposed framework of accountability and assessment of district goals and objectives for the development of the Comprehensive Strategic Plan. The 2011 Updated Strategic Plan will bring the district’s planning activities current and serve as a foundation for a Comprehensive Strategic Planning process in This Strategic Plan is grounded in current trends and demographic data; internal survey results; consultation with a representative District-wide Planning Workgroup; and goals and objectives to meet the educational needs of students. 4

The Planning Process The process to develop the 2011 Strategic Plan involved creating an ad hoc District Planning Workgroup. The Chancellor assigned an administrator, Dr. Jothany Blackwood to work with the College Brain Trust (CBT) and the Planning Workgroup. The 2011 updated Strategic Plan Goals and Objectives are drawn from the goals of the district and college/centers Educational Master Plans and Strategic Plans. The update and next steps ensure a smooth transition to the next phase of district- wide planning, and development of the Comprehensive Strategic Plan in

Evaluation of Strategic Plan The colleges and centers will report on how their sites have met the goals and objectives of the 2011 Strategic Plan by September 9, A comprehensive report of the evaluation of the 2011 Strategic Plan will be presented to the Board in October Data will be used to prepare for the Comprehensive Review of the Strategic Plan. 6

Issues Related to Long Term Planning and Next Steps Establish a permanent planning group such as the District Planning Council. Create a “home” of research and accountability measurement for all district level planning activities. Refine Educational Master Plan and Strategic Plan alignment. Develop common measurements and terms across the District and college/centers for planning benchmarks and progress measurement. Establish a Resource Allocation Council. For the 2012 Comprehensive Strategic Planning, revisit the District vision, mission and values in addition to goals and objectives. 8
