Obstacles to solar projects (and not just in Israel)  Lack of any clear regulatory framework to govern the basic transactions  Not clear how to acquire land to build a power plant  Who would sell the electricity and who would purchase it  With which entity would a potential private supplier of electricity sign a contract  Need to be competitive from Day 1
