Transmission’s Critically Important Role in Connecticut’s Energy Future David H. Boguslawski Vice President - Transmission Northeast Utilities Service Company “Connecticut’s Energy Future” – Hartford, Connecticut December 2, 2004

Page 1 It Takes All Three Generation, Conservation, and Transmission are all important to our energy future Surplus Generation Adequate Generation Marginal Conditions Deficient

Page 2 Connecticut Is Not An Energy Island Total Daily Imports are approximately 2,000 MW Long Island RI MA NY Most of the time Connecticut consumes more electricity than it generates. Connecticut’s energy policy decisions impact the entire New England region. The region’s energy policy decisions impact Connecticut.

Page 3 A Transmission Upgrade Is Sorely Needed in Southwest Connecticut 345-kV 115-kV Power Plant Transmission moves power into and within Southwest Connecticut The fact is more generation cannot be sited in Southwest Connecticut until sufficient Transmission capacity is there to move it

Page 4 The CEAB … Can be the state’s vital link to regional energy planning. Can help Connecticut formulate a long-term plan. Can help us move ahead.

Page 5 The Need Is Now We have genuine and serious concerns about transmission starved Southwest Connecticut. Delay … Increases the risk of a major outage, Weighs down the state’s economy, Restricts market competition, Drives up electric bills for consumers, and Blocks efforts to improve air quality.
