Specifically ask relevant proposals to define their relationships with IGTF and TERENA task forces.

e-IRG delegates meeting October Matti Heikkurinen - Approved recommendations 2/7 Networking –Balance the needs of everyday and high-end (e.g. Grid) users when defining RN policies as well as development and provision plans. The balancing method, governance and duties of RN users and providers should be based on shared responsibilities, permanent service provision, and realistic user demands. The proven governance model of the pan-European RN development and operation is available also for network- based applications, especially for European scale high-end e- Infrastructure solutions. –Base the RN development policy on emerging solutions that enable maintaining leading edge position on global scale, user input (e.g. EARNEST activities) and other e-IRG goals (AAI, business/economy etc). In order to enable this, develop, in collaboration with the EC, a flexible, continuous, sustainable funding structure that is not dependent on the periodicity of the EU framework programmes, and provides financial resources for both introducing the most advanced technologies and easing the digital divide in the pan-European RN.

e-IRG delegates meeting October Matti Heikkurinen - Approved recommendations 3/7 Networking (contd.) –Put emphasis on informing, training, and educating the e-Infrastructure users about the opportunities provided by the RN and the Grid infrastructure. Carefully harmonise academic and research networking with schoolnet developments. Include e- Infrastructure topics in the curricula in both domains in order to ensure smooth and efficient transition into the digital age for the users. Usage policies –Increase awareness of the proposed Grid AUP by asking relevant national and regional project proposals to define if they can use the AUP as it is. Collect and share issues arising, especially in the field of anonymity and users not fitting the Grid VO model.

e-IRG delegates meeting October Matti Heikkurinen - Approved recommendations 4/7 Grid economy - Allocation and accounting –When funding long-term, sustainable e- Infrastructures, member states and EC should require documenting the resource allocation and accounting mechanisms. This should include the description of the interoperability of these mechanisms. The e-IRG also recommends ERA-wide information sharing related to allocation, accounting and economic models capable of supporting large number of small VOs.

e-IRG delegates meeting October Matti Heikkurinen - Approved recommendations 5/7 Supercomputing –We recommend that member states and EC come up with a policy and funding framework that would enable creating a small number of petascale systems of world-class capacity. This activity should be complemented with research into new programming models, new algorithms and new methods required for this "two tier" European HPC service.

e-IRG delegates meeting October Matti Heikkurinen - Approved recommendations 6/7 Responsive jobs –The e-IRG recommends initiating a networking activity between Grid community dealing with responsive jobs; initiatives in the fields of ubiquitous computing, ambient intelligence and virtualisation frameworks; and the industry. This networking activity should remain in close contact with the middleware interoperability and standardisation activities (recommendation 4.7)

e-IRG delegates meeting October Matti Heikkurinen - Approved recommendations 7/7 Legal issues –The e-IRG intends to organise of a workshop aimed at identifying the legal issues specific to e- infrastructures in early Based on this detailed charting of the problem area, the e-IRG expects to launch a project for developing (practical) solutions to the legal problems that could impede the further use and development of the e-infrastructures. –In order to increase the inclusiveness and impact of these e-IRG initiatives, we recommend that the member states and EC provide suggestions for individuals and organisations that have relevant knowledge in the area. In order to minimise the loss of momentum after the workshop, we solicit at the same time proposals for an optimal funding model for the project.
