Former LTV Coke Works Site Information 168 Acres North shore of Mon along 2nd Avenue Coke Works demolished Bordered by 2nd Avenue and Hazelwood, CSX, Scotch Bottom, and the Pittsburgh Technology Center

History First beehive oven in 1884 by Jones & Laughlin hot rolled bar mills 9early 190’s to mid 1980’s) cold finish bar mill (early 1940’s to early 1980’s) Sinter Plant (early 1940’s to early 1980’s) Supporting Shops and services recovery coke ovens (mid 1920’s to early 1998)

History LTV at Closing 1.4 million tons of coal/year 900 employed 258 coke ovens operation non-competitive prices $138/ton vs $120 offered by U.S. Steel

History LTV at Closing Non-competitive prices $138/ton vs U.S. Steels $120/ton Old ovens –collapsed and cracking walls –doors no longer sealed –warped building structures impaired use of environmental controls –mounting environmental standards violations and fines –$500M cost to repair

History LTV Closing Shut down removed –1095 tons Sulfur Dioxide –1806 tons nitrous oxides –314 tons particulate matter –64 tons volatile organic compounds

Sun Coal Proposal Proposal to build new non-recovery coke ovens on site Vigorously supported by Mayor Murphy would employ and produce 1.9 M tons of coal/year would release same amount of nitrous oxides, sulfur dioxide and particulates as old plant school board rejected tax free zone ACHDP requested Selective Catalytic Reduction systme or BACT Community Groups CHOC and GASP protest loudly Spring 1999 LTV and Sun Coal fail to resubmit proposal to ACHDP thus eliminating possibility of new coke plant

Remediation ACT 2, Site Specific remediation begun in 1997 Phase 1 Decomissioning began with shut down of plant Phase II Site Characterization – Groundwater monitoring wells –soil borings –VOC and sulfur dioxide expected near coal preparing areas and ovens. –Tar, ammonia, napthalene, oils and ammonium sulfide expected near gas recovery systems –soil contamination exceeds residential standards –demolition of structures on site –final claen up and remediation plan expected by summer 2000

Infrastructure On Site –small warehouse and shed –shell of the former powerhouse –one dirt road –remnants of service lines from CSX –floating wharf –ice breakers –3 loading docks –Most infrastructure appears in fair to poor condition except for the docks Regional Infrastructure –Active Railroad lines on 2nd Avenue side –20 miles from Pittsburgh International –4 miles from downtown –Proposed connecting bridges to South Side –Proposed Mon Fayette Expressway

Development Plans Department of City Planning –River Front Trails –Industrial and commercial campus as extension of PTC –More friendly public access to the riverfront –Redevelopment of 2nd Avenue parks new landscaping consolidation of small parcels into larger parcels to attract offices, commercial and light industry
