To establish a territorial cell in regard of ACRE project, it is necessary :

To make an inventory about all public and private structures dealing with adult learning within the local area

2. To focus on organizations in order to cover all the target groups

3. To present to these organizations the goals of the project to motivate them to adhere to the cell

4. To make these organizations understand and agree with each of the ACRE assets

5. To explain what would be the mission and the contribution of these organizations to achieve the aims of the Cell

6. To assure these organizations that they will be helped and supported by the local authority

7. To create together a workplan which sets the rules of the cooperation between these organizations and the local authority

8. To create good communication for a fruitful collaboration among the organizations involved in the cell and the local authority

9. To disseminate to general and specific public, on permanent basis, information about mutual efforts and results
