Introduction and Project Overview 3rd GEO European Project Workshop Istanbul, October 8-9, 2009

Folie 2 3rd GEO European Project Workshop, Istanbul, October 8-9,2009 Motivation and Background for EUGENE  Europe can and must certainly be one of the cornerstones of GEO, along with US etc.  abundant relevant European activities  undisputed technical strengths  Integration in GEO processes not fully achieved  Visibility of European GEO contributions to be enhanced  Better promoting of existing European EO activities

Folie 3 3rd GEO European Project Workshop, Istanbul, October 8-9,2009 Motivation and Background #2  Coordination among European GEO activities to be improved  with GMES, INSPIRE, FP7…  non EC driven frameworks/projects  European GEO strategy is not yet in place  HLWG draft exists, but deficits in expert foundation, focus and measures

Folie 4 3rd GEO European Project Workshop, Istanbul, October 8-9,2009 Motivation and Background #3  European contribution to GEO important for Member States  For some MS, European GEO contributions may be the only ones  European GEO Component can serve as pillar for national EO strategies  Broad interest within European institutions, but none volunteered to take the lead and apply for the project  D-GEO Office decided to prepare and propose EUGENE at very short notice  EC accepted the outlay of EUGENE

Folie 5 3rd GEO European Project Workshop, Istanbul, October 8-9,2009 The Climate Example  Topic Climate is without any doubt a European political priority  Significant and dedicated European activities (ESA GMECV, GMES Climate service, EUMETSAT SAFs, EUMETNET programmesFP-6/7 projects, EIONET ETC/ACC, Member State activities,…)  Globally accepted users (UNFCCC, IPCC) and monitoring requirements (GCOS) exist  Obvious opportunity for Europe to take the lead at the international level  Clear need to shape an optimized European response to global climate monitoring within GEO

Folie 6 3rd GEO European Project Workshop, Istanbul, October 8-9,2009 Objectives and expected outcome  Foster collaboration and strengthen coordination of European programmes and organisations in their work towards GEO  Significant national programmes and organisations will also be addressed  Contribute to coherent European position with special attention to 2010 summit  Contribute to a European GEO strategy by proposing structured approach for selected SBAs  Contribute to process that ultimately leads to a strong European GEOSS component fully applying GEO principles

Folie 7 3rd GEO European Project Workshop, Istanbul, October 8-9,2009 Scope and Methodology Consider to address additional SBAs in the course of the project

Folie 9 3rd GEO European Project Workshop, Istanbul, October 8-9,2009 First Feedback from EU GEO HLWG 09/09  EUGENE ideas/approach well received  Selection/concentration well received  But also first request to enlarge scope  Need to work on European „showcases“ for 2010 ministerial clearly expressed  High expectations for progress in EU GEO strategy voiced  „Building blocks“ in place proposed for consideration  Joint ESA/EUM/EC implementation group on climate  EEA conference May 09: A global setting for European environmental monitoring - measuring what we must manage

Folie 10 3rd GEO European Project Workshop, Istanbul, October 8-9,2009 Status of the Project  Contract will be signed with EC soon  Kick – off meeting was held on October 5 in Bonn  Partners agreed to assist as promised  EUROGOOS as additional partner to cover Ocean themes  Special focus on the GEO Summit in 2010  Support actions to present showcases
