... ЧЛЕНКИ НА УКЛО (1) Way of functioning-financing till the end of before the integration of the University: (1) 1.All the faculties have at their disposal their own accounts on:  Budget incomes;  Incomes of self-financing activities;  Project incomes (each project has its own account).

The University- the Rectorate has its accounts on:  Budget incomes;  Self-financing activities incomes;  Resources intended for functioning and development of the University;  Resources intended for cultural and artistic activities of the students;  Resources intended for students’ newspapers and other needs of the students;  Donation incomes –projects (each project has its own account).

5 Way of functioning-financing till the end of before the integration of the University: (3) 3. The accounts of the faculties are signed by the deans of the faculties and vice-deans for finances; 4. The accounts of the University are signed by the rector and vice-rector for financial issues; 5. The faculties communicate directly with the Ministry of education and science. They are financially independent and have their own accounts at their disposal. They also independently adopt the financial plans, public supplies’ plans, as well as other acts of the management team of the University.

6 Way of functioning-financing till the end of before the integration of the University : (4) 6. The University-the Rectorate has no influence on the faculties. The Ministry of education and science finances one part of the costs made by the professional administration of the University- the Rectorate. The University has at its own disposal only the resources of the accounts of the University, and in the meantime it covers the expenses of the professional administration and the bodies of the University. Beside this, the University uses the resources of the accounts based on the purpose they are paid for. The financial plans, public supplies’ plans and other acts are adopted by UKLO bodies (Commissions, Rectors’ Board, Senate);

7 Way of functioning-financing till the end of before the integration of the University : (5) 7. Each faculty prepares final account for the accounts it has at its own disposal; 8.The University prepares final accounts for the accounts it has at its own disposal;

8 Way of functioning-financing after after the integration of the University: (1) 1.The faculties as University units don’t represent a legal subject; 2. The University is integrated and has its own accounts on: Budget income; Self-financing activities incomes of each unit of the University (faculties)-each unit has its own separate account; Resources intended for cultural and artistic activities of the students; Resources intended for students’ newspapers and other needs of the students; Tax-incomes projects (each project has its own account)

9 Way of functioning-financing after after the integration of the University: (2) 3. There is not direct communication of the faculties and the Ministry for education and science; 4. All requirements are sent at the University; 5. All justified requirements are sent to the Ministry of education and science; 6. The University adopts annual financial plan containing plans of all the units; 7. The University prepares consolidated final account for the final accounts of the units.
