HL7 Ballot Vote & Comment Overview Votes are classified as: Affirmative: may include affirmative comments or suggestions Negative: MUST include comments; Negative votes with no comments are not counted as valid votes Abstain: no vote but wish to remain in the ballot pool for future balloting on the standard No Vote: signed up for the ballot pool, but did not cast a vote Comments can be classified as follows: Neg-Mj: Negative Vote with Reason - Major The content of the material is non-functional, incomplete or requires correction before final publication All Neg-Mj votes in normative ballots must be resolved by the work group Neg-Mi: Negative Vote with Reason - Minor The comment needs to be resolved, but is not as significant as a negative major A-C: Affirm Vote with Comment A-S: Affirmative Vote with Comment - Suggestion The work group should to consider a suggestion such as additional background information or justification for a particular solution A-T: Affirm Vote with Comment - Typo A-Q: Affirm Vote with Question

Ballot Reconciliation Process An essential part of the ballot process, particularly for normative ballots, is the completion of reconciliation Reconciliation is an American National Standards Institute (ANSI) requirement that HL7 must fulfill for certification WG’s begin reconciling comments at the WGM, but reconciliation can take several weeks or months depending on the comments received during the ballot Potential Dispositions of comments include: In the case of Informative or DSTU ballots, a WG can submit a ballot package for publication even if there are outstanding comments; Normative ballots must consider and reconcile ALL comments Persuasive Persuasive with Mod Not Persuasive Not Persuasive with Mod Not Related Referred and Tracked Pending Input from Submitter Pending Input from other WG Considered - Accepted for Future Use Considered - Question Answered Considered - No Action Required
