Memorandum of Association

Currently the NUG memorandum of association prohibits payment to a trustee of remuneration or other benefit without the approval of the charity commission and the AGM.

The EMIS NUG sort authorisation from the Charity Commission to be able to pay trustees compensation for loss of earnings.

The current system of paying locum expenses to the employing practice only works where the trustee is working full-time for only that practice. Increasingly, doctors, and to a lesser extent nurse and mangers, are self-employed with portfolio careers, working for different organisations on different days.

In order to attend NUG meetings, the trustee would have to forgo paid work for that day. Keeping the status quo would reduce the pool of users willing to be trustees – it is already difficult to fill all positions. Changing would enable locum GPs to consider becoming a trustee.

This should be cost-neutral as the trustee would be claiming for loss of earnings rather than a practice claiming for locum cover

The EMIS NUG agrees to recommend to the AGM approval of the change to the memorandum of association as follows: The NUG can compensation trustees for loss of earnings whilst carrying out trustee business This change requires the support of the majority of members attending the AGM
