ASSESMENT OF THE QUALITY OF SERVICES FOR CHILDREN WITH SPECIAL NEEDS IN UKRAINE Oksana Kryvonogova

Objectives 1. to review the situation with services for disabled children in Ukraine, including EI services 2. to identify the difficulties in modern care system for children with special needs

Child's population in Ukraine on 01.01. 2012   0-18 years - 8 500 209 persons to 3 years - 2 005 312 persons Indexes of child's disability in 2012 to 3 about 12 481 persons, 83,2 per 10 mln 3-6 years – 33 203 persons, 179,6 per 10 mln Structure of primary disability І place are innate anomalies and chromosome violations – 29,1%; ІІ place are illnesses of the nervous system – 18,2% ІІІ place are violations of psyche and conduct – 14,0%

RESEARCH DATA Parents of children with special needs are not able to get enough information about: rehabilitation and adaptation (53%), education (47%), about the treatment (35%), socialization (28%).

RESEARCH DATA 41% of parents considers that services don’t take into account their individual needs.

RESEARCH DATA 22% of parents answered that they were given recommendation to put a child into boarding-school of the closed type. According to UNICEF the risk of institualization for disabled children is 40 times higher than for children without disabilities.

Difficulties: Medical help The need of adequate, modern, truthful information is needed in maternity hospitals. The difficulty of functional diagnostics (no special recommended screening methods for children, especially under 3 years old). Delayed information of treatment and correctional work (it is often recommended by medical specialists to wait till 3 years old). Difficulties of traveling and examination of children from the rural areas. Different approach to the diagnostics: parents who apply to multiple services, receive different diagnoses and different approaches to treatment. Due to the lack of an comprehensive multidisciplinary approach, it is difficult to choose an effective rehabilitation program for children with special needs. Parents often have to search for the information themselves.

Difficulties: Education Insufficient number of specialized child educational institutions for children with special needs. Lack of experience in organizing inclusive groups in preschool institutions. Although there is a legal framework, there is no experience of organizing inclusive classes and there are no experts who can work in classes with children with development difficulties. Education in special schools gives children the opportunity to get a profession, but there is no way to apply their skills in practical life. It leads to another problem, the problem of further employment of children with special needs. Features = needs
