Before we start I would like to draw your attention to a number of housekeeping points. Part of the proposal is to develop a Local Support Group that is representative of the key players in the transfer of knowledge. The purpose of today’s meeting is for the Local Support Group to learn more about the RUnUP project, but more importantly, to contribute to the formulation of the baseline study and development of the Local Action Plan. ULSG – Why? Participation at local level is a core component of the URBACT II methodology for developing urban sustainable development. Each partner in a thematic network must set up an URBACT Local Support Group (ULSG). The ULSG will gather the local key stakeholders concerned by the thematic exchanges implemented within the network and by the city’s Local Action Plan to be developed. ULSG shall follow the network’s activities by receiving reports from the city representatives taking part in the network exchanges. The overarching aim of the ULSG is to improve the impact of URBACT exchange activities at local level Previous projects have identified and demonstrated that the creation of a strong local support group, that contributes to the development and delivery of projects at a local level will greatly enhance the success of a project. Participation at local level is therefore a core component of URBACT II And The overarching aim of the Local Support Group is to improve the impact of URBACT at local level. ULSG – Structure One of the key questions when setting up the ULSG is: who are the local stakeholders required to successfully design and implement the Local Action Plan? Need to consolidate a core of strong supporters Managing Authority Generators and transferors of knowledge Final users /beneficiaries If we are to successfully design and implement a Local Action Plan, that truly reflects the issues around the transfer of knowledge, it is necessary to identify and include the local stakeholders. ULSG – Triple Helix Gateshead Council Newcastle City Council ONE North East NECC EEF University of Newcastle University ofNorthumbria RTC North I think that we have brought together a very knowledgeable and representative group to act as the core supporters at local level. Gateshead Council is the lead partner and, in keeping with the aims of new Newcastle Gateshead City Development Company, have invited Newcastle City Council to be a member. One North East will be represented both as URBACT Managing Authority and as the Regional Development Agency. The Universities of Newcastle and Northumbria and the Regional technology Centre North bring a wealth of experience, expertise and knowledge to the support group. And NECC and EEF will represent a large number of businesses who use, could use and/or should benefit from the transfer of knowledge. ULSG – Role –Phase 1 Development Phase Key and primary stakeholders should contribute to the development phase in order to provide advice on: Identification of city-specific needs in the sub-themes dealt with by the project Experience in the sub-themes dealt with by the project Input/advice on the baseline study Input/advice into the work-programme developed by the project, especially as far as the functioning of ULSG and its relationship with the project are concerned During the Development Phase, the Local Support Group will contribute by: Helping to compile a summary of what support is currently available Provide experience of this support Identify specific gaps, needs and issues Provide input to the base line study Help to direct and influence the work-programme for the project. ULSG – Role –Phase 2 Implementation Stage The Local Support Group should be become the real “owners” of the project learning at local level. This should involve: Taking part in the design and follow up of the Local Action Plan Identifying and validating inputs like case studies Taking part in exchanges and reporting back to other stakeholders Periodic meetings, in terms of preparing partner’s contribution to project Commenting on final outputs Testing or piloting certain recommendations Participating in local web platforms Acting as local project champions and lobbying for changes Organising local dissemination events Obtaining media coverage During the Implementation Phase, the Local Support Group will take ownership of the project at local level and contribute by: Taking part in the ongoing design and follow up of the Local Action Plan Identify and validate inputs and case studies Take part in exchange and reporting to other partners in the project Regular meetings to discuss progress of the project and issues raised Testing or piloting certain recommendations Participating in local web platform Acting as local project champions Lobbying for change where necessary Organising local dissemination event Obtaining media coverage Commenting on final outputs and helping construction the final recommendation report AND Identifying proposals that could be taken forward as ERDF projects The URBACT II Operation Programme The Role of Universities (2007-20013) for Economic Development in Urban Poles - RUnUP

ULSG – Timetable I know that all the people and organisations represented here today find themselves extremely busy and their time limited. I have therefore put together a tentative timetable of meetings for the Local Support group that will take place every 2 months and last for a maximum of a half day – afternoons. You can populate your diaries with these dates. The next meeting is scheduled for 2nd September and will discuss and report on the Local Action Plan before it is presented to the transnational partners as part of the Final Application. BASELINE STUDY VISITS Summer 2008 Clive Winters, Lead Expert, RUnUP It may appear that there is a lot of work to be undertaken in both the Development and Implementation Phase. However, as part of the URBACT programme, each project has the support of an URBACT Lead Expert. The role of the expert is to help and guide the project, provide support and knowledge to each of the partners and help to construct the Final Application. It is also the role of the Lead Expert to help develop and implement the Action Plans ant local level. Our Lead Expert is Clive Winter of Coventry Univrsity Enterprises Ltd. Medium Sized Cities and Urban Areas In the European Union over 60% of the population live in urban areas of over 50,000 inhabitants many of which can be classified as medium-sized cities. Medium-Sized Cities that have a strong knowledge base and innovation culture are more likely to gain from strong localisation economies .Medium-Sized Cities with a university or a regional services function are likely to be at a considerable advantage. Knowledge Application and the Local Economy A successful local economy is one in which significant numbers of local firms adapt to new market and technological opportunities by introducing commercially successful new products or production processes repeatedly over time. You have all demonstrated today a willingness to contribute to making the project a success and the next step is to develop and produce the Final Application which has to be submitted by the 21st October. The Local Support group will have the opportunity to further contribute to this process and to approve the Local Action Plan which will be developed as part of the Final Application. We are confident that the Final Application will gain approval and that we will receive funding for the Implementation Stage and be able to deliver a worthwhile project.
