Augutis Čėsna, RRTLatest Radio Spectrum Policy Developments3 TERRESTRIAL SYSTEMS CAPABLE OF PROVIDING ELECTRONIC COMMUNICATIONS SERVICES Number of stations

Augutis Čėsna, RRTLatest Radio Spectrum Policy Developments MHZ BAND Vacation of the band MHz from the FIXED service. July Public Tender for Granting the Right to Use Radio Frequencies/Channels in the public wireless communication access networks within the 3410–3600 MHz radio frequency band. May Commission Decision 2008/411/EC on the harmonisation of the MHz frequency band for terrestrial systems capable of providing electronic communications services in the Community (implemented 7 November 2008, The Plan of Use of Radio Frequencies).

Augutis Čėsna, RRTLatest Radio Spectrum Policy Developments5 For the winners of the tender 3 national licences are granted for the band MHz. Winners: –UAB “Balticum TV” –AB LRTC –UAB “Nelte” The licences are granted till The nomadic BWA networks are developing successfully MHZ BAND Number of stations

Augutis Čėsna, RRTLatest Radio Spectrum Policy Developments6 Multichannel Multipoint Distribution Service (MMDS). Jun Commission Decision 2008/477/EC on the harmonisation of the MHz frequency band for terrestrial systems capable of providing electronic communications services in the Community (implemented 24 December 2008, The Plan of Use of Radio Frequencies). 1 January 2009 the band was restructured and digital MMDS services are allowed only in the MHz band (6 TV channels) until 1 January Comply with the requirements listed in the Decision 2008/477/EC The 2500 – 2560 and 2630 – 2690 MHz bands are open for implementation of new electronic communications services. Need actions for compatibility with MMDS MHZ BAND

Augutis Čėsna, RRTLatest Radio Spectrum Policy Developments7 Legal basis: Strategy for the Assignment of Radio Frequencies to Broadcasting and Transmission of Radio and Television Programmes, approved by the Government. Strategic Plan for the Assignment of Radio Frequencies to Broadcasting and Transmission of Radio and Television Programmes, approved by RRT and LRTK. The Model of Introduction of the Digital TV in Lithuania, approved by the Government. The Programme of Analogue Terrestrial TV Switch Off And Digital TV Promotion in Lithuania, approved by the Government (24 Sep 2008) DIGITAL BROADCASTING

Augutis Čėsna, RRTLatest Radio Spectrum Policy Developments8 Final switch-off of analogue terrestrial TV - 29 of October 2012 on condition that 90% of households receiving analogue terrestrial TV programmes should be capable of using another technologies to receive all programs broadcasted free of charges by national and regional broadcasters before an area is switched off. Earlier switch-off of analogue terrestrial TV in a particular region could be considered on condition that 90% of households should receive non analogue TV. DIGITAL BROADCASTING

Augutis Čėsna, RRTLatest Radio Spectrum Policy Developments9 Lithuania has allocations for 9 national DTT multiplexes and a few single stations. 4 national DTT multiplexes started being used in the middle of the year Remaining 5 national DTT multiplexes could be used for DTT, including HDTV, after the final switch-off of analogue terrestrial TV. 42,1 % of households are receiving analogue terrestrial TV. 55,6 % of households are receiving non-analogue TV. About 92% of the territory is covered by terrestrial digital TV (95% of population). DIGITAL BROADCASTING

Augutis Čėsna, RRTLatest Radio Spectrum Policy Developments10 LRTC I network transmitting the national programs “LTV”, “LTV2”, “LNK”, “TV3”, “TV1”, “BTV”, “TV6”, “Info TV”, and “Liuks!”

Augutis Čėsna, RRTLatest Radio Spectrum Policy Developments11 TEO LT I network transmitting the regional program “Lietuvos rytas.tv” Lietuvos rytas.tv

Augutis Čėsna, RRTLatest Radio Spectrum Policy Developments12 DIGITAL BROADCASTING

Augutis Čėsna, RRTLatest Radio Spectrum Policy Developments13 The digital dividend in the band up to 790 MHz is likely intended to be used for the advanced TV services, including HDTV. Non-TV digital dividend is going to be in the band MHz. Russian and Belarus aeronautical radio navigation systems in the band 830–862 MHz. Low power networks (wireless broadband access, high speed mobile data access, programme making special events (PMSE), etc.) are the most likely case for effective usage of digital dividend in Lithuania in the band MHz. Mobile service in the band MHz is under consideration. Beauty contest is expected to be used for new spectrum. DIGITAL DIVIDEND

Augutis Čėsna, RRTLatest Radio Spectrum Policy Developments14 SPECTRUM MANAGEMENT AT THE OUTER BORDERLINE OF THE EUROPEAN UNION International regulations concerning the MHz band: ITU Radio Regulations – mobile secondary service. Footnote 5.430A (WRC-07): primary service from 17 Nov 2010, but the agreed pfd value doesn’t allow to bring into use a station of the mobile service with typical parameters of WiMax station (18 dBW EIRP, 50 m) in the distance of about 100 km from the borderline of the territory of an administration, which is going to use this band for other services. the band MHz is intensively used for satellite communications within the Russian Federation and Belarus.

Augutis Čėsna, RRTLatest Radio Spectrum Policy Developments15 SPECTRUM MANAGEMENT AT THE OUTER BORDERLINE OF THE EUROPEAN UNION Almost all the territory of Lithuania, becomes a buffering zone to protect the fixed-satellite service of the Russian Federation and Belarus

Augutis Čėsna, RRTLatest Radio Spectrum Policy Developments16 International regulations concerning the MHz band: ITU Radio Regulations – mobile secondary service ITU Radio Regulation footnote 5.316A: in Lithuania the sub-band MHz for mobile service on a primary basis but “frequency assignment to the mobile service under this allocation in Lithuania and Poland shall not be used without the agreement of the Russian Federation and Belarus”. Augutis Čėsna, RRTLatest Radio Spectrum Policy Developments18 THE TALKING-POINT OF THE EAR EC request for information on the implementation of: Commission Decision 2008/411/EC ( MHz): –Secondary status for mobile. –How and when the frequencies will be made available to spectrum users? –How the technical parameters have been implemented? Commission Decision 2008/477/EC ( MHz): –How MMDS will continue? –References to ECC Decisions. –How and when the frequencies will be made available to spectrum users? –How the technical parameters have been implemented?

Augutis Čėsna, RRTLatest Radio Spectrum Policy Developments19 THE TALKING-POINT OF THE YEAR Forthcoming amendments: The National Table of Frequency allocations. The Plan of Use of Radio Frequencies. The list of radio frequencies (channels), which may be used without a individual authorization Strategy for the Assignment of Radio Frequencies to Broadcasting and Transmission of Radio and Television Programmes, approved by the Government.

Augutis Čėsna, RRTLatest Radio Spectrum Policy Developments20 CONCLUSIONS 1.The band of MHz is open for users and WiMAX type networks are launched. 2.The band of MHz is open for users. 3.The rapid development of digital terrestrial television (DVB-T) networks – the coverage reached approximately 95 per cent of the residents of the Republic of Lithuania. 4.The final switch-off of analogue terrestrial TV on 29 October Earlier switch-off of analogue terrestrial TV is under consideration. 6.Radio Spectrum Policies and related harmonization measures in the Member States located at the outer borders of the European Union often are related to spectrum usage plans of non-EU countries.
