Road Safety Programs Keeping our drivers, our family, and our community safe

Along their travels, drivers get to know people from all over the United States, and recognize the natural behaviors around warehouses, shipping and loading areas. Road Safety Programs

Drivers are also good at looking out for others, and charitable in nature. These qualities lend them to connect with agencies to be eyes and ears on the road. Road Safety Programs

These road safety programs provide an avenue for truck drivers to learn more about safety and to report suspicious incidents to law enforcers. Road Safety Programs

Today, we will look at a few of these programs: Homeland Security Highway Watch CSI-Container Security Initiative TRACER- Transportation Alert Communications & Emergency Response CVSA- Commercial Vehicle Safety Alliance Share the Road Safely National Crime Prevention Council Road Safety Programs

Homeland Security: Oversees and coordinates national strategy to safeguard the country against terrorism, and to respond to any future attacks. Four essential missions: Border and transportation security Emergency Preparedness and Response Chemical, Biological, Radiological & Nuclear Countermeasures Information Analysis and Infrastructure Protection Road Safety Programs

Highway Watch: The Pennsylvania State Police started the Pike Watch Program in This moved to a national program, administered by the American Trucking Association, under a cooperative agreement with the Department of Homeland Security (DHS) to train truck drivers to recognize potential safety and security threats. Road Safety Programs

Highway Watch: Highway Watch was established in response to the terrorist attacks on the United States in 2001, with a goal to train 1,000,000 truck drivers nation wide. Truck drivers are on the road 24 hours a day, every day of the week, every day of the year-- the trucking industry is a perfect fit to keep our nation safe. Road Safety Programs

Highway Watch: Over 800,000 people were trained. Over 15,000 Organizations are involved and over 4000 Security & Safety Reports have been made. Currently in transition, in 2008 the Department of Homeland Security awarded a new $15.5 million dollar contract to HMS Company to fund an anti-terrorism and security awareness program for highway professionals in support of the National Preparedness Guidelines. Road Safety Programs

CSI-Container Security Initiative Intended to help increase security for containerized cargo shipped to the United States from around the world. Road Safety Programs

TRACER - Transportation Alert Communications & Emergency Response Developed by OOIDA (Owner Operator Independent Driver Association), to leverage the keen awareness and dedication of the driver community and make available useful on-line training to enhance awareness and educate. A key component of TRACER is the ability to communicate via text messaging and in real time certain actionable alerts for program participants. Road Safety Programs

CVSA- Commercial Vehicle Safety Alliance CVSA is an international not-for-profit organization that monitors, evaluates, and identifies potentially unsafe transportation processes and procedures They also help facilitate and implement best practices for enhancing safety on our highways. Road Safety Programs

Share the Road Safely Believes that the more people know about how to share the road safely, the fewer number of injuries and fatalities will be caused by crashes with large trucks or buses. Road Safety Programs

National Crime Prevention Council Organized so that highway truck drivers can observe and use their CB radio or cellular telephones to report suspicious or illegal activity along highways and at truck stops and rest stops. Road Safety Programs

National Crime Prevention Council Truck stops can also be incorporated into a business/neighborhood-style watch. Managers and users of truck stops can look for missing or abducted children and fleeing felons wanted by the police. Crime prevention training programs can be set up for drivers, travelers, and truck stop employees. Road Safety Programs

Each program offers training and information for interested participants. Not only do drivers gain valuable skills, they gain the satisfaction of contributing to increased road safety, as well as potentially saving lives. Skills Gained, Services Enabled

Homeland Security/Highway Watch 1. Prevent commercial vehicles or cargo from being used as weapons against Americans 2. Protect the Nation’s critical infrastructure of bridges, tunnels, and other potential terrorist targets 3. Provide critical security data from the highway environment for information sharing and analysis 4. Promote important safe driving skills and habits 5. Improve coordination with Federal, State and Local emergency management, public safety, and law enforcement officials. Skills Gained, Services Enabled

CSI-Container Security Initiative Addresses the threat to border security and global trade posed by the potential for terrorist use of a maritime container to deliver a weapon. Skills Gained, Services Enabled

TRACER - Transportation Alert Communications & Emergency Response 1.Stolen Truck/Trailer and cargo thefts 2.Missing or overdue drivers 3.Significant criminal BOLO’s (Be On the Lookout) 4.Amber Alerts 5.Department of Homeland Security and Transportation Security Administration alerts 6.USDA/FDA food related recalls Skills Gained, Services Enabled

CVSA- Commercial Vehicle Safety Alliance Identifying a faulty brake system or coupling device, finding a driver operating beyond the hours of service, or spotting an improperly secured load are all items commercial vehicle inspectors look for every day. Skills Gained, Services Enabled

Share the Road Safely Blind spots around large trucks Smaller vehicles cutting in No-Zone demonstrations & No-Zone decals Encourages truck drivers to be the proverbial "Knight of the Road" every day: drive defensively, give other drivers plenty of room, and expect the unexpected. Skills Gained, Services Enabled

National Crime Prevention Council Endorses and publics safety programs Replicates Neighborhood Watch frameworks in productive contexts for a variety of trucking situations: Truck driver alertness Truck stop alertness Rest area alertness Skills Gained, Services Enabled

Summary Truck drivers constantly need to maintain alertness. This has an impact not only on the driver, but the family of the driver, and the community as well. Truck drivers extend their alert skills and natural familiarity of the roadways of the U.S. to various road safety programs.

Summary In 2002, the Washington D.C. metropolitan area was terrorized by two individuals, Lee Boyd Malvo and John Allen Muhammad, also known as the Beltway snipers. They were ultimately captured based upon information and observation supplied by a trucker.
