Acquisition, Technology and Logistics Develop a regional long-term climate change preparedness and resilience planning framework that incorporates stakeholders perspectives and concerns into a regional plan. Stakeholders may include Federal, state and local government agencies, private sector representatives and citizens. 1 Goal

Acquisition, Technology and Logistics A regional intergovernmental planning process and procedures for executing it. A compilation of regionally pertinent climate change data and information that is accessible for planning. A regional planning process for climate change preparedness and resilience that identifies shared vulnerabilities, known development plans, and a roadmap for identifying adaptations that reduce risk and enhance future resilience. 2 Desired Outputs

Acquisition, Technology and Logistics Considerations Things that need to be thought about as the pilots are being established: Stakeholders: Identification of representation by major stakeholders, interested parties, and informed observers. Governance: Leadership, coordination, decision-making criteria, conflict resolution process, succession planning for future leadership. Scope of Planning: Definition of geographic region, climate change impacts to be considered, and relation to existing plans. Resources: Staffing, in-kind services, funding for planning framework development, participation in meetings, report generation. Metrics: Monitoring progress and defining success. 3

Acquisition, Technology and Logistics Timeline Phased approach over two years. –Phase 1: Development of the planning framework –Phase 2: Development of a regional plan for climate change preparedness and resilience –Phase 3: Implementation of the plan as resources allow 4

Acquisition, Technology and Logistics Sites Identified in 2014 Greater Hampton Roads – Navy, specifically, Commander, Navy Region Mid-Atlantic is working with Old Dominion University on the established intergovernmental pilot effort. Michigan – Army National Guard is leading the effort centered around Camp Grayling, Fort Custer and Selfridge areas. Mountain Home, Idaho – Air Force at Mountain Home AFB is utilizing the existing Air Force Community Partnerships (AFCP) program to develop a Water Resource Management & Sustainment Plan (WRMSP) 5
