Intent Behind Amendment Preserve Town Gateways Protect Environmentally Sensitive Areas Conserve distinct character and unique heritage and natural resources Conserve Open Space

Overview Protects floodplain –RSCOD currently not in effect 500’ Buffer of Heritage Trees –Protects Eastern Gateway Only an R-2 Option, Minimum district size is 5.0 acres Cluster Area <= 40% of total district size Conservation Area >= 60% of total district size Requires clustered lots to be contiguous, and oriented around a Courtyard

Density Same Density as Current R-2 Zoning –2 Lots per acre -- PLUS – Optional Bonus Conservancy Lot –Requires an identified Historic Structure as listed in the amendment

Cluster Lot Minimum 8500 ft 2 –Similar to New Cut lot sizes Lot width minimum – 50 ft. Setbacks –Front – 5 ft. –Sides – 8 ft., Sum >= 20 ft. –Rear – 30 ft. –Accessory – 5 ft.

Conservancy Lot Same as a standard R-2 Lot 20,000 sq ft minimum Requires identified historic structure as listed in the amendment Same setbacks apply as in current R-2

Additional Courtyard and Conservancy areas protected from future development by permanent easements Buffer yards required where cluster adjoins existing 20,000 ft 2 or greater lots –Includes tree/shrub planting requirements

Basic Misconceptions “It’s all about the Darling property.” –While the Darling property will likely be the first property affected if the Zoning Amendment is adopted, the option does apply to other properties within Round Hill. VDOT Regulations –Those quoted apply to NEW subdivisions installing NEW roadways –VDOT has indicated that they would not take opposition to proposed Darling property development either by-right or clustered –Meeting scheduled on December 21 with VDOT representative, Tom Van Poole, to address any questions the public may have on this issue. Existing Concept Plan is the only result from Cluster Option –One vision of clustering. Developed prior to Draft Amendment. –“By Right” is still an option. Clustering alters Yield –R-2 Density, only exception is for a Conservancy Lot
