Decentralized Wastewater Treatment Systems Overview for ACE & KVIS Septic Solutions Symposium April 22, 2015

Decentralized Wastewater Treatment Systems Overview for ACE & KVIS Bob Eichinger – April 22, 2015 Decentralized Wastewater Treatment Systems (DWTS) are also known as Septic Systems, Onsite Systems, OSWTS, ATU and ETU. A DWTS is any wastewater treatment system that collects, treats and disperses wastewater close to its original source. DWTS technologies can be used for residential, commercial and Small Community (Cluster) systems. DWTS most commonly do subsurface discharge of treated effluent but they also do surface discharge.

DWTS & Small Community Systems Brief History in New York State April 22, 2015 Several hundred Small Community Systems in USA. Their use is proactively encouraged by the EPA as “Green Infrastructure” solutions. DWTS Small Community Systems are eligible for EPA/CWA funding through EFC same as CTP/Sewer. Low Income Communities eligible for EFC/DEC Engineering Planning Grants. Hillsdale, NY completed in 2009 most visible DWTS example in NYS. DWTS Small Community System RFPs gaining visibility – Amenia, Suffolk County Long Island, Old Saybrook & Old Lyme, CT. NYCDEP CWC has over 1,000 installed residential & commercial ETUs now looking at DWTS for Small Community Systems in WOH Watershed. NYCDEP Putnam County SRP installed 160 residential ETUs to replace failing residential systems closest to reservoirs from in Croton Watershed. Skaneateles Lake EPA National Community Demo Project

New system in Croton Falls consisting of SoilAir distribution box and GST SoilAir Completed installation with the SoilAir, conventional tank and distribution box leading to the GST.

Decentralized Wastewater Treatment Systems Overview for ACE & KVIS April 22, 2015 Cost Comparison. The average cost for a Small Community Cluster System (SCCS) per 3-4 Bedroom Residential House compared to ETU and Big Pipe – Central Sewer Treatment. SCCS = $15, per residence. ETU = $21, per residence. Big Pipe - Peach Lake = $72, per residence.

DWTS Advantages & Benefits Versus Central treatment Plant (CTP) April 22, 2015 DWTS usually have a much lower cost for design, equipment, installation, operation and maintenance versus CTP. Less disruption to public roads and infrastructure. Flexibility to replace or upgrade selected properties, neighborhoods or troubled areas versus CTP “all or nothing” approach. Allows for “Mix Solution”. Allows for managed growth with modular capacity. Subsurface or surface discharge option with tertiary treatment (UV, nitrogen & phosphorus reduction etc) Environmentally beneficial recharge of ground water aquifers and allows for water reuse opportunities.
