TODAY’S OBJECTIVE Comprehend the structure of the Legislative Branch and evaluate the powers of congress. Formulate Independent Reading Project plan

The Legislative Branch

The Legislative Branch has two houses: Bicameral Legislature 1. The House of Representatives 2. The Senate 3. Also known as CONGRESS

I. House of Representatives Number of Members: 435 This number does not change MISSOURI HAS 8 MEMBERS. That number does change! Proportional Representation

How many representatives does each state have? It is based on population. For example California has 53 representatives and Wyoming has 1. Every ten years a census (official population count) is taken to determine how many representatives each state will receive. Every census some states gain or lose representation. On average on representative represents around 650,000 people. House members represent a particular district in their home state. = = 53 1

What does it take to be a Representative? Age: 25 Years of Citizenship: 7 Be a resident of the state they are representing

Length of Term TWO years with unlimited terms…as long as they keep getting reelected.

How many Senators does each state have? TWO per state Equal Representation: Each state has equal power in the Senate

What does it take to be a Senator? Age: 30 Years of Citizenship: 9 Be a resident of the state they are representing

III. Powers of Congress: Enumerated Powers 1. Borrowing Money – Sometimes the government needs to borrow money to pay for programs and wars

Powers of Congress 2. Power to Tax – Congress is able to raise money in order to pay for the government.

Powers of Congress 3. Commerce Clause – Allows Congress to regulate and promote trade.

Powers of Congress 4. Currency Power – Allows Congress to coin money and punish those who counterfeit money.

Powers of Congress 5. Bankruptcies – Congress has the power to establish laws when a person is unable to pay his or her debts.

Powers of Congress 6. War Powers – Congress is allowed to declare war and “provide for the common defense and general welfare of the United States.”

Powers of Congress 7. Impeachment – Congress has the power to try and remove federal officials…such as the President, Vice-President, and Federal Judges

Powers of Congress 8. Implied Powers – The Elastic Clause gives Congress authority to pass laws it deems “necessary and proper” to carry out its specified functions. Congress is able to make laws concerning subjects that may not be in the Constitution.

Roles of the members of the Legislative Branch Policymaker: Spend time researching issues and analyzing solutions to problems. Congress holds hearings covering many topics such as health programs to military responses.

Roles of the members of the Legislative Branch Representative: elected to represent their constituents. Constituents are the people they are serving in society. The people!

Roles of the members of the Legislative Branch Servant to the Constituents: help the people they represent. For example, they can assist a teacher with planning a trip to the state capital.

Roles of the members of the Legislative Branch Committee Member: representatives serve on committees devoted to particular topics. When laws are first proposed they are sent to the appropriate committee for consideration and revision
