Action Research Question If districts hope to develop effective evaluation systems, then what kind of tools, processes, organizational structures and practices are available that can help principals effectively evaluate teachers and be strong instructional leaders? 10

Three Main Challenges 12 The Lack Of A Compelling Vision Of Evaluation The Need For Stronger Leadership Skills Not Enough Time Lack of clarity and distrust about the purposes of evaluation Some principals do not know what effective instruction looks like Principals have large case loads and new evaluations are time-intensive How to measure student growth with validity & reliability in all grades/subjects Inadequate time paid to instructional leadership Principal’s time as instructional leaders is disrupted by management responsibilities and central office duties. Lack of alignment between state and district evaluation frameworks Implementing new evaluation and common core standards are over-whelming principals Training for principals on new forms of evaluation is time-consuming

CCSSO Survey Findings: Strengths of the New System  Builds trust between teachers and leaders  Encourages ownership  Targets improvement  Measures student growth  Includes all stakeholders  Provides Local control  Strong state-level leadership  Previous history with teacher evaluation system  Provides a focus on effectiveness for each evaluation standard  State-wide implementation  Shift from compliance-driven to professional  growth model  Yearly evaluations for all educators 13

CCSSO Survey Findings: Challenges of the New System  Weighting student growth  How to measure & evaluate non-tested subject areas & teachers  Cultural shift in the duties of the principals from managers to instructional leaders  Local control  Need for consistency and greater direction  Weak correlations between student growth and teacher evaluation ratings  Insufficient training  Yearly evaluations for all educators leads to capacity issues  Ensuring student growth models are accurate  State-wide implementation  Need for professional development and the lack of funding  Timeline to implement effective evaluation system 14
