Ministry for Economic Development of the Russian Federation Electronic services for citizens and businesses Government of the Russian Federation has adopted the list of the top-priority government services to be converted into electronic form: 74 federal services 58 regional services 5-stages model of evolution of an e-government service Services for citizens: public education services (application to a nursery school, primary and secondary school, institutes/universities etc.) healthcare (retrieval of medical services, high-tech medical aid etc.), social aid (family allowance, disability allowance etc.) registration of vehicles and issuing of the driving licenses; realty and property (registration of property rights, cadastral accounting); others. Services for businesses: registration of new enterprises; tax collection; licensing of particular business activities; others.

Ministry for Economic Development of the Russian Federation Assurance of the openness of the information Objective: government activities made transparent for citizens and businesses A federal law on the assurance of access to the information related to the activites of the state and municipal agencies was adopted in 2009 In compliance with the law, the Government has issued: detailed lists of non-secret information that is mandatory for publication on the official websites of the public agencies; technological and software requirements for the official websites.

Ministry for Economic Development of the Russian Federation 12 The openness of the government information Regional level Federal law №8, February 9, 2009: the basic requirements for the specific kinds of the information to be published on the official websites of the public agencies Federal level According to the results of an assessment of the official websites of the Russian Federation regions conducted by the Ministry of Economic Development, major efforts need to be taken in order to make them compliant with the requirements of the federal law, including the adoption of the necessary legislature on the regional level Government resolution #953, November 24, 2009: a list of the information that must be published on the official websites of the federal agencies. Degree by the Ministry of Economic Development #470, November 16, 2009: the technological and software requirements for the official websites. Individual agencies have started to adapt the websites to ensure compliance with the new acts
