МИНИСТАРСТВО СОБРАЋАЈА И ВЕЗА ВЛАДА РЕПУБЛИКЕ СРПСКЕ About the Republic of Srpska The area of the Republic of Srpska represents a link between the Pannonian basin and the Adriatic basin, on the one hand, and western Europe and central Balkans, on the other. For that reason it is of great importance that all types of land, water and air transport in the RS meet the European criteria of quality, both for trade and tourism reasons. МИНИСТАРСТВО СОБРАЋАЈА И ВЕЗА ВЛАДА РЕПУБЛИКЕ СРПСКЕ At the territory of the Republic of Srpska, road network comprises 1,780.4 km of main roads and 2,182.9 km of regional roads, which represents the total of 3,963.3 km; In the roads of the Republic of Srpska there are 699 bridges, 104 tunnels and 19 galleries; Bridges on main and regional roads are about 50% modern structures in good condition, about 30% satisfactory structures, and about 20% wooden and unsatisfactory structures. In all frequent main and regional roads bridges have been rehabilitated and are in good condition. Road Infrastructure

МИНИСТАРСТВО СОБРАЋАЈА И ВЕЗА ВЛАДА РЕПУБЛИКЕ СРПСКЕ Republic of Srpska Government signed a concession contract on 24 November 2008, and undertook all required activities to solve property legal relations within the deadline provided for by the contract. The construction is ongoing of a part of highway E-661 from Gradiska to Mahovljani, and completion of contracted works is planned in early Funds are provided and procedure is ongoing of pre- qualification and selection of contractors for the construction of Mahovljani interchange, which should link the sections of highways Gradiska-Mahovljani and Mahovljani-Glamocani. In order to link the highway E-661 to the highway Zagreb – Belgrade, construction of a bridge on the river Sava is planned. With the Republic of Serbia Government, an agreement was reached on construction of a bridge in Raca, built by the Republic of Serbia. The bridge in Raca was built in 2008, and negotiations between the two governments are ongoing about the construction of access roads.

МИНИСТАРСТВО СОБРАЋАЈА И ВЕЗА ВЛАДА РЕПУБЛИКЕ СРПСКЕ For the purpose of construction of a bridge on the Drina river, in the settlement of Fakovici, a pre-feasibility study and a preliminary design have been prepared. Negotiations are ongoing with the Government of the Republic of Serbia on further activities on the implementation of the project. Rehabilitation of about 1105 km on 55 sections of main and regional roads in the Republic of Srpska, during the period from 2007 to 2011, will be financed by the already provided loans by EIB, EBRD and WB, in the amount of about 80 million euro. From 2007 to 2009, rehabilitation of km was done in 23 sections of main and regional roads, of the total value of KM million. In 2010 and 2011, rehabilitation of km was planned in 21 sections of main and regional roads, which would make this project of road rehabilitation in the Republic of Srpska completely implemented.

МИНИСТАРСТВО СОБРАЋАЈА И ВЕЗА ВЛАДА РЕПУБЛИКЕ СРПСКЕ Republic of Srpska Development Program for the Period provides for the construction and modernization of main and regional roads and local road network of the value of over KM 200 million Preparatory works are ongoing on the construction of southern bypass in Trebinje. Resources in the amount of KM 7.0 million are approved within the economic and social component of the Republic of Srpska Development Program. Construction of phase II of bypass in Bijeljina, from the intersection Bijeljina – Brcko to the intersection Bijeljina – Tuzla is completed, the investment amounts to KM 4.5 million. Permanent solution of landslide Cemerno in the main road M-20, Foca – Gacko was contracted in 2008, for the amount of KM million. The continuation of works on construction of the tunnel Stambolcic in the municipality of Pale is ongoing, of the value of KM million. Works on construction of the 17 km long regional road R-446 Lukavica-Pale-Zagoni-Jasik, are contracted for the value of KM 9.41 million, and in the final stage of construction.

МИНИСТАРСТВО СОБРАЋАЈА И ВЕЗА ВЛАДА РЕПУБЛИКЕ СРПСКЕ Republic of Srpska has about 425 km of railroads. Currently the Railroads of the Republic of Srpska annually transport about 800,000 passengers and about five million tons of goods. Railroads

МИНИСТАРСТВО СОБРАЋАЈА И ВЕЗА ВЛАДА РЕПУБЛИКЕ СРПСКЕ According to the European Union requirements and directives, the UIC transport policy, and planned volume of transport by 2020, the RS Railroads endeavor to modernize the infrastructure and mobile capacities. RS Government, the founder and largest shareholder of the company earmark about KM 32.4 million for regular operation and maintenance of the infrastructure. RS Railroads are in the phase of pre- contracting of purchase of four modern passenger trains – the value amounts to 32 million euro. Procurement of about 500 new freight cars is planned of the value of up to 30.0 million euro RS Railroads are on the way to provide about 160 million euro for the reconstruction and modernization of infrastructure, of which 62 million euro have already been provided.

This unique tourist attraction provides an unforgettable experience in the form of a romantic travel through magnificent areas.

МИНИСТАРСТВО СОБРАЋАЈА И ВЕЗА ВЛАДА РЕПУБЛИКЕ СРПСКЕ The area of commercial air transport service providing, air transport, implementation of transport agreements in regular and extraordinary international air transport, commercial activities of airline companies, and other air transport services in civil aviation in the Republic of Srpska, are represented by the newly founded public airline company "Sky Srpska" with head office in Banja Luka, aimed at development of civil air transport of interest for the Republic of Srpska and establishment of regular air transport from the International Airport Banja Luka. Banja Luka Airport is one of the fastest, safest and most economic exits for the Republic of Srpska into the world; Air Transport Banja Luka Airport was opened for civil air transport on 18 November 1997.

Republic of Srpska Government reconstructed airport runway in The value of works was KM 3,000,000. Discussions were held with several airline transporters from the region, and with the leading “low cost” companies in Europe, about the possibility of introduction of lines accessible to all citizens;

Greatest advantage of airport in Trebinje would be its extremely favorable position since it is less than 30 kilometers away from most important tourism centers in Montenegro and Croatia Namely, the idea for the implementation of this project has become current a year ago; Feasibility study is prepared; The study provides for the International Airport Trebinje to have over 2.5 million passengers annually in It is expected that the airport starts positive operation in 2014, and the study showed that the International Airport Trebinje should generate total income in the amount of 10.3 million euro in 2010, 34.8 million euro in 2020, of which profits in 2020 would amount to about 15.3 million euro. МИНИСТАРСТВО СОБРАЋАЈА И ВЕЗА ВЛАДА РЕПУБЛИКЕ СРПСКЕ The study of construction implementation recommends joint venture with a private investor under the principle of public-private partnership, where Government would provide the land and prepare connections to infrastructure, while the strategic partner would construct the airport in accordance with the project. After the preparation of the study, the Government adopted the action plan which includes activities and deadlines in order to find the strategic partner.

МИНИСТАРСТВО СОБРАЋАЈА И ВЕЗА ВЛАДА РЕПУБЛИКЕ СРПСКЕ The telecommunications market in BiH is regulated by the Communications Regulatory Agency (CRA); Telekom Srpske is one of the present four operators in BiH; The single public company for post transport of the Republic of Srpska, RS Public Company for Telecommunications, was divided in December 1996 into the present Telekom Srpske and Public Company for Post Transport, Poste Srpske, with publicly owned resources; In September 1998, Telekom Srpske was declared official operator of fixed telephony in BiH, and received license for international telephony services, and in November same year the building of mobile GSM network was started, and membership in international GSM association. МИНИСТАРСТВО СОБРАЋАЈА И ВЕЗА ВЛАДА РЕПУБЛИКЕ СРПСКЕ In 1999, the international ATC and AGE started operation as well as mobile GSM network and optical rail system for connection of transit exchange in the RS. Telekom Srpske was privatized at international tender under special privatization program in a transparent manner and in accordance with the Law on Privatization. RS Government approved on 05 December 2006 the sales of 65% of state-owned capital of Telekom Srpske, which was bought by Telekom Serbia for the amount of 646,000, euro. According to the Contract on Sales of Telekom Srpske, investment obligation was fulfilled, and modernization, development and improvement of capacities was done in the field of telecommunications. Poste Srpske comprise 264 units of post network, 475 windows, and 411 post boxes. Information system owned by Poste Srpske is most modern in the Republic of Srpska for the time being.
