A Balanced Formation has equal number of eligible receivers outside of the offensive tackles on both side of the offensive formation
The Back Judge will always take the widest eligible receiver(s) on the strong side of the formation and the Line of Scrimmage official will always take the inside eligible receiver to his side of the formation.
Any time there is a balanced formation, the Back Judge will favor the Line Judges’ side of the field
