Value-added Accountability for Achievement in Minneapolis Schools and Classrooms Minneapolis Public Schools December,

Minneapolis Pubic Schools Measuring Up Against High Standards n n MPS developed standards-based reading and math tests - Northwest Achievement Levels Tests (NALT). n n All students participate n n Sensitive to growth n n Predictive of high stakes outcomes n n Developed indicators in concert with stakeholders who are internal and external to the district. n n Indicators of school performance are based on multiple indicators. n n 33 for elementary and middle schools n n 24 for high schools

Standards Based means: n We use a mutually agreed upon rubric for each indicator of school performance. n Rubric scoring on a “1” to “5” scale. n “3” Current standard n “5” Long term goal n Data are reported by site, by indicator. n Community reports list percent of indicators at standard (3 or better) “Measuring Up.”

Selecting a unit of Analysis n Minneapolis Public Schools in concert with multiple stakeholders agreed upon a matrix of indicators. n School Personnel n Community input (e.g. NAACP) n Chamber of Commerce n Minneapolis Foundation n Families

Criteria for Indicators n Meyer (1996) n Indicators must measure things that matter or are valued by society (MCA, MBST). n Indicators must be able to avoid being “corrupted.” n inclusion v. exclusion criteria n Indicators must be able to measure the unique contribution schools “add” for each measured outcome.

Stakeholders agreed on using… n Multiple indicators of school performance. n See chart of indicators from Appendix. n These indicators include: n Current level of performance n cross-cohort n Gain and value-added measures

Fatal Flaws of a level or means approach. n Mean test performance is contaminated by factors other than school performance. n Mean performance is out of date, and does not address cumulative, compounding effects of previous instruction. n Mean performance is affected by mobility. n Mean performance interferes with localizing performance.
