Leakage from pipeline section piping in either the underground or over ground section. Sudden opening of safety valve in the over ground section. CNG for Clean & Green Environment As per PNGRB Gazette Notification GSR 39 (E) LEVELS OF EMERGENCIES …L1, L2, L3 Level 1: This is an emergency or an incident which - –Can be effectively and safely managed and contained within the site, location or installation by the available resources; –Has no impact outside the site, location or installation. Level 2: This is an emergency or an accident which – –Cannot be effectively and safely managed or contained at the location or installation by available resources and additional support is alerted or required; –Is having or has the potential to have an effect beyond the site, location or installation and where external support of mutual aid partner may be involved. –Is likely to be danger to life, the environment or to industrial assets or reputation. Level 3: This is an emergency, incident with off-site impact which could be catastrophic and is likely to affect the population, property and environment inside and outside the installation, and management and control is done by district administration. Although the Level-III emergency fails under the purview of District Authority but till they step in. it should be responsibility of the unit to manage the emergency. Note: Level-I and Level-II shall normally be grouped as onsite emergency and level- III as off-site emergency.

CNG for Clean & Green Environment Level 2: Level 2 Emergency may include the following Scenarios at our CNG stations & PNG Sites: –When the Level 1 Emergency could not be controlled and situation becomes uncontrolled and require intervention of external sources / help like Safety Disc Rupture in a Bus at CNG station and Caught Fire. Gas Leakage due to Station Tubing Joint /Ferrule Failure and subsequently caught fire engulfing CNG Vehicles came of refilling at CNG Station. Failure of Steel Pipeline due to Third Party Damage and subsequent Fire. Fire in Customer premises. Gas Leak and Fire due to the LCV Accident on Road LEVELS OF EMERGENCY RESPONSES… L1, L2, L3 (As per IGL’s ERDMP)

Main Pipeline Failure and Isolation could not be done due to - –Natural Calamities like Floods, Earthquake. –Sabotage and Arson during riots –Aerial Attack –Terrorist Attack Rupture of CNG Cylinders of Onboard Vehicle Cylinders, Mobile Cascade Cylinder, Stationary Cascade Cylinders leading multiple casualties.

LEVEL 2 (CNG / PNG) LEVEL 3 EMERGENCY PROCEDURE FOLLOWS IF THE CONDITION ESCALATES Finance Coordinator Nominate representative at site & arrange financial aid at head office for any emergent requirement of chief cordinator. HR Coordinator (Welfare / Security) Help to affected employees and their families, Arrange for Ambulance / Hospitalisation & Welfare measures at site. Communicate with Factory Inspectorate (If required). PNG / CNG: Take Action to stabilise his area & necessary isolation (if required). Pass on information to HODs and concerned. CNG for Clean & Green Environment PIPELINE “EMERGENCY SHUT DOWN” OR ESD Total ESD of pipeline system (shutdown of the entire pipeline system- initiated in case of major accident in areas/places/locations along the pipeline. Localized ESD of Pipeline System (shut down of limited facilities along the pipeline- initiated when the cause of ESD is limited to a small area in the pipeline. CNG Station ESD (shut down of individual CNG station)

CNG for Clean & Green Environment EARTHQUAKE AND OTHER NATURAL CALAMITIES MAJOR EARTHQUAKE AND OTHER NATURAL PHENOMENA: Total ESD of pipeline is operated by GAIL DESU-MARUTI pipeline, GAIL DESU-B’GARH pipeline, GAIL SV3 TO SONEPAT pipeline, GAIL DESU –NOIDA PIPELINE, GAIL GREP pipeline to stop gas supply to IGL. The Shahibabad and Mayur Vihar Tap off are also to be isolated in order to stop total gas supply to IGL network. SMALL SCALE EARTHQUAKE: Area Control Room Engineer to isolate local isolation valve to stop gas supply to affected area.
