wien.arbeiterkammer.at Three different strategies 1.Austerity 2.Green Growth 3.Socio-Ecological Transformation  We should asses every strategy in all three areas of sustainability (economic, ecological, social).  We should concentrate on measures, which improve our results in at least one area and worsen it in none.

wien.arbeiterkammer.at Consequences of Austerity Social Aims: Welfare as measured by standard indicators has fallen in Europe. Economic Aims: Number of Unemployed increased by more than 10 millions Ecological Aims: Different Results: greenhouse gas emissions, particulate matter, water quality, forest protection

wien.arbeiterkammer.at Definition of Green Jobs Statistik Austria is following the Eurostat-Definition EUROSTAT – Environmental Goods and Services Sector (EGSS): Definition looks at the objective of the company It`s not possible to define Green Jobs Professions => Green Jobs (full time equivalent) in Austria

wien.arbeiterkammer.at Green Economy and Green Jobs Positive net employment effects could mean less productivity. Interpretation of employment effects isn´t clear. Most studies look at gross and not on net effects, but only net effects can answer the question if green jobs help to fight unemployment. Net employment effect= gross employment effect- substitution effect +/- income effect (+ exports – imports)

wien.arbeiterkammer.at Net employment effect: organic farming Organic farming is time intensive More unpaid family members and longer working hours+ negative Income effects and less workers in fertilizer industry  Net employment effect is zero or negative  Organic Farming has a positive environmental impact

wien.arbeiterkammer.at Net employment effect of waste and wastewater treatment We need an alternative to calculate the substitution effect  Reduction of waste: longer service life Usual story: Shift from the secundary to the tertiary sector  substituion of energy through manpower But the secundary sector isn´t more energy intensive than the tertiary sector  More Waste = More Green Jobs.

wien.arbeiterkammer.at Are Green Jobs Good Jobs? Social Criteria aren´t included in the definition. Public Image: well paid high-tech jobs Reality: Green jobs are (too often) characterized by heavy physical labor, health problems and precarious employment.  Green Jobs are not automatically good jobs, but we have to make them good jobs!

wien.arbeiterkammer.at Investing in a socio-ecological transformation We sould concentrate on measures, which improve our results in at least one of the three areas of sustainability (economic, ecological and social) and worsen it in none. To improve the economic performance, the government should invest more in social and ecological aims. Haavelmo-neutral reforms are one way to combine fiscal rules and economic needs.

wien.arbeiterkammer.at Net employment effect: public transport Positive net employment effects. Gross effect 12-13/per million Surveys show that people also want more staff By investing in public transport it is possible to create a lot of new and good jobs by saving the environment.

wien.arbeiterkammer.at Net employment effect of energy efficiency: exap: thermal insulation Energy Efficiency Measures =positive employment effects because of good income effects Gross effect: jobs/million €: Net effect depends on funding, but is positive in all cases. Thermal insulation helps saving the environment and creates jobs.

wien.arbeiterkammer.at Investments in social aims Create new jobs which could help to solve social problems without compromising the environment These investments are - also from an ecological point of view - preferable to other investments, which have a negative impact on the environment. For example: Investments in kindergartens, schools, universities, housing and nursing facilities.

Bowles and Yongjin (2005) have shown that increased inequality induces people to work longer (Veblen-Effect) Working time reductions are a crucial step to protect the environment  need redistribution of income and wealth  help to solve social problems

wien.arbeiterkammer.at How to tap the job potential of a socio-ecological transformation Environmental investments: Public transport, thermal insulation, energy efficiency and partly renewabele energy shuld be the focus of your investments. Investments in kindergartens, schools, universities, housing and nursing facilities could help to solve social problems without compromising the environment. Working time reductions + redistribution
