R&D Support “Facilities & Administrative (F&A) costs are incurred for common or joint university objectives and, therefore, cannot be identified readily and specifically with a particular sponsored project, an instructional activity, or any other institutional activity “ (OMB Circular A-21, Cost Principles for Educational Institutions). F&A is also referred to as Indirect Cost Recovery (ICR) ICR can be used at the discretion of the institution Federal government does not require reporting of the use of ICR ICR is recovered as a portion of grant expenditures The majority of grants are on a cost reimbursement basis ICR rates are negotiated with the Federal Government The negotiated Federal Rate is used as a basis for all grants. However, state, private foundation, and private industry grants may have alternative rates set by their own policies.
